  • Laneway housing represents 19% of all new single family and two family dwellings in Vancouver

    One of the criticisms surrounding laneway housing is that – while great – there is no way for this housing typology to have a meaningful impact on the overall housing supply equation.

    I’ve previously written about the impact of laneway housing in Vancouver. But I wanted to revisit some of the data following this tweet by GRIDS Vancouver, where they link to a spreadsheet they prepared using the City of Vancouver’s building permit data.

    Laneway housing was first allowed in Vancouver in 2009. In that first year, only 18 building permits were issued. But since then the number has grown steadily. In 2014, they hit 377. And in 2015 (up to September), they hit 360. So for the full year, it is highly likely they will show yet another year-over-year increase.

    Since laneway houses became permissible (and up to September 2015), a total of 1,885 building permits have been issued. During this same time period, 8,239 permits were issued for other low-rise housing, up to and including duplexes. This includes single family dwellings, single family dwellings with a secondary suite, and two family dwellings.

    So for a period of almost 8 years, laneway houses have represented on average 19% of all new single family and two family dwellings in Vancouver. If you include low-rise multifamily product into this equation (more than 2 units, but 3 storeys or less ), the percentage is still slightly above 17%. This is something. It’s not everything, but it is certainly something. 

    More conventional low-rise housing still represents a greater number and, of course, most of the new supply is coming in the form of condos, apartments and other higher density housing. But 17-19% are still meaningful numbers when part of the affordability problem is clearly a lack of supply.

    Update: A previous version of this post stated that 19% of all new low-rise housing in Vancouver had become laneway housing. This number was calculated on all low-rise housing up to and including duplexes, but excluded low-rise multifamily product. The above post has been updated to lend more precision to my understanding of the data.

  • What’s happening in Melbourne?

    I’ve never been to Australia, so take everything I’m about to say in this post for what it’s worth. I also don’t know much about Sydney and Melbourne, other than the fact that I’ve studied the latter’s laneways and the tremendous impact they’ve had on revitalizing the CBD.

    However, recently I’ve had a few close friends visit these cities for the first time and, since then, I have started noticing a trend. All of them come back and tell me the same thing, that they prefer Melbourne to Sydney. They say: “Yeah, Sydney is nice and beautiful and all, but it’s not all that exciting. Melbourne feels way more dynamic. Oh, and have you seen their laneways? You would love them.” That’s what they tell me.

    So that’s what I have in my head when I read that Melbourne is now the fastest growing city in Australia; that it’s one of the most liveable cities in the world; and that by as early as 2031 it could take Sydney’s place as the biggest city in the country.     Some argue that this is happening because housing is cheaper in Melbourne (median dwelling price of ~$700,000 versus ~$1 million). And some argue it’s because the jobs are there and the city has become a cultural and sporting destination. Whatever the case may be, net migration is estimated to be somewhere around 100,000 people per year.

    My own view – and I’ve made this argument before on the blog – is that we shouldn’t underestimate the importance of cool shit when it comes to cities. People vote with their feet more than ever today. And for a growing segment of the population, cities are a consumer good.

    Indeed, in 2001, Edward Glaeser, Jed Kolko, and Albert Saiz penned a research paper called the Consumer city, where they argued precisely that. The premise was that historically we have tended to think of cities as being centers of production, but we should also be thinking about them as places of consumption.

    Here’s an excerpt:

    “But we believe that too little attention has been paid to the role of cities as centers of consumption. In the next century, as human beings continue to get richer, quality of life will become increasingly critical in determining the attractiveness of particular areas. After all, choosing a pleasant place to live is among the most natural ways to spend one’s money.”

    This is why those coffee shops and cool laneways matter. Some cities have unfair natural advantages. Los Angeles has weather. Vancouver has mountains. Montreal has poutine. But for the rest of us, the amenities typically form part of the built environment. They are a product of our choices.

  • How Vancouver assesses laneway house eligibility

    Vancouver has supported laneway houses since 2009. So today I thought I would take a look at what their policy considers to be an “eligible lot.” All of the information for this post was taken from this laneway housing how-to guide dated November 2016.

    Here are some of the main ways in which they assess eligibility:

    • Laneway houses are allowed on all lots in the following zones: RS single family zones, RT-11/11N, RM-
      7/7N, RM-8/8N, RM-9/9N and RM-9A/9AN.
    • LWHs are permitted in addition to a secondary suite within the main house.
    • LWHs can be for family use or for rental.
    • LWHs are permitted on lots with a minimum width of 9.8m (32.15′). But provided they are designed appropriately, planning may also allow LWHs on lots as narrow as 7.3m (23′).
    • The LWH site must have access to an open lane.
    • A fire access path must be provided from the street along one of the sideyards to the entrance of the LWH. This path needs to have a clear width of 900mm.
    • The lot must be deep enough to allow for a both a LWH and a backyard open space.
    • The LWH and the main house must have a minimum separation distance of 4.9m (16′).

    If you’re a regular reader of this blog and wondering how Mackay Laneway House stacks up against the above criteria, here are the test results:

    • The lot is in a Residential R Zone, which permits a variety of different building types ranging from detached houses to fourplexes and apartment buildings.
    • The lot width is 7.62m, which exceeds the lower minimum dimension.
    • There is a lane.
    • The access path on the sideyard is 2.38m, but with a bay window projecting into it. So net, it’s closer to 2m, which still greatly exceeds the minimum clear width above.
    • The design includes for a generous backyard between the main house and the proposed LWH. 
    • The separation distance between the first floor of the main house and the proposed LWH is 7.5m (24′-7″). The main house steps back on the second floor, and so this distance would then increase. But in all cases, the minimum dimension is easily exceeded.

  • Thickets of haphazardly planned condo towers

    I couldn’t sleep last night, so I got up and pulled out an old issue of Monocle magazine from my nightstand. I then stumbled upon the following article by Taras Grescoe.

    What really stood out for me was this line:

    “Thickets of haphazardly planned condo towers, compacted amid neighbourhoods of single-family houses, have led to congestion nightmares in Toronto and notoriously out-of-hand housing costs in Vancouver.”

    It bothered me for a few reasons:

    – The frame of reference is the single-family house. It perpetuates the cultural bias that what matters most in cities, like Toronto and Vancouver, is low-rise housing.

    – I don’t get the “haphazardly planned” comment. New tower development has been heavily concentrated in the downtown core, growth centers, along the Yonge subway corridor, and so on. Their built form is also significantly influenced by their relationship to these low-rise “Neighbourhoods.”

    – I believe that building up, as opposed to out, is the way to address congestion nightmares. Though I will concede that our ability to plan and execute on transit in this city is positively deplorable. 

    – How did thickets of condos create an affordability problem in Vancouver? Many factors at play in this city, including a powerful geographic supply constraint.

  • Ecodesign for cities and suburbs

    Larry Beasley and Jonathan Barnett are about to start teaching a free online course through the University of British Columbia edX called: Ecodesign for Cities and Suburbs. It starts April 4, 2017 and runs for 6 weeks.

    Here’s what you’ll learn (taken verbatim from edx.org):

    • The principles of ecodesign and why it is important as a response to the current disorganized urban growth model
    • Ways to adapt to a changing climate, and ways to mitigate climate change locally
    • Policies to balance auto and airplane transportation with walking, cycling, transit and high-speed rail
    • Ways of designing urban and suburban regulations to make cities more livable and environmentally compatible
    • Strategies for designing and managing the public realm, plus innovative arrangements and processes for implementing ecodesign

    The course is geared toward urbanists from all over the world and so the case studies will be global in nature. You can also participate as actively or passively as you’d like. Though, if you’d like to get a certificate, then you need to fully participate.

    What immediately stood out for me was the focus on both cities and suburbs. In many ways the suburbs are a more challenging problem to solve. So I hope there’s a good amount of focus on that context.

    Beasley was formerly co-director of planning at the City of Vancouver and Barnett is a professor of city and regional planning at the University of Pennsylvania (my alma mater). It should be an interesting course.

  • Design Canada

    Canada has a rich graphic design history and that story needs to be told. Here is a Kickstarter project that’s absolutely worth checking out: Design Canada.

    Greg Durrell (a graphic designer from Vancouver) and Jessica Edwards and Gary Hustwit (of Film First in Brooklyn) have partnered up, and they are looking for your support to produce the very first documentary about Canadian graphic design.

    As a proud Canadian, I am thrilled to see this project. Because this is obviously not just a documentary about graphic design (though in the 60′s and 70′s we were the best in the world). It’s a story about Canada, our history, and our evolving identity.

  • 10 most unaffordable housing markets

    I flew into Vancouver this morning, which means it was only a matter of time before the topic of house prices came up.

    According to the 13th Annual Demographia International Housing Affordability Survey (2017), the 10 most unaffordable housing markets are as follows:

    1. Hong Kong, China
    2. Sydney, Australia
    3. Vancouver, Canada
    4. Auckland, New Zealand
    5. San Jose, California
    6. Melbourne, Australia
    7. Honolulu, Hawaii
    8. Los Angeles, California
    9. San Francisco, California
    10. Bournemouth, UK

    The survey measured the affordability of “middle-income” housing in Australia, Canada, China (Hong Kong), Ireland, Japan, New Zealand, Singapore, the United Kingdom, and the United States. 

    It is based on a “median multiple” approach, which tries to normalize house prices across the world by looking at median house prices over median household incomes.

    The above list probably won’t surprise you, as well as the report’s focus on land supply. But I did want to call attention to the following remark:

    My own housing research focused on this difference: Why did Germany (and similarly Switzerland) provide housing stability where much of the Anglosphere did not? 

    In a nutshell, the answer to this question has a lot to do with the way councils are funded. In jurisdictions where local decision-makers stand to gain from new development, they will be much more eager to make it happen.

    The topic of incentives is not something that is often focused on when we talk about land supply. But it’s a really interesting point. Because the reality is that, in many cases, the incentives probably work in the opposite direction to the one described above.

  • Japan Unlayered

    If you happen to find yourself in Vancouver between January 27th and February 28th, you may want to check out an exhibition being held at the Fairmont Pacific Rim called Japan Unlayered

    It is a celebration of Japanese architecture, design, and culture, curated by the Japanese architect Kengo Kuma and developers Westbank and Peterson.

    The exhibition is in support of a new project in Vancouver by Kengo Kuma called 1550 Alberni. Pictured above. It will be his first in North America. 

    The architecture is a 43-storey (residential) tower formed by two “scoops” that carve out the building in response to its urban context. Some of those relationships start to become apparent when you see the building rendered into the skyline (below toward right).

    I’ll be in Vancouver next month and so I’m hoping to stop by.

  • Mass timber tower time lapse

    Over the past few years there’s been growing interest in using mass timber for high-rise buildings (now colloquially referred to as “plyscrapers”).

    One project that got a lot of attention last year is Brock Commons (student residence) at the University of British Columbia. It is an 18-storey hybrid mass timber tower.

    The first and second floor (slab) and the two cores are poured-in-place concrete. After that, the other 16 floors of the tower consist of 5-ply cross laminated timber (CLT) panels and glue laminated timber (glulam) columns running every 10 feet. The roof is steel and metal decking.

    Below is a great time lapse video of the building under construction once it had switched over to timber. The wood construction portion started on June 6, 2016 and finished on August 10, 2016. So 2 floors per week.

    The video is well-annotated so that you know what week of construction it is, how many wood installers are on-site, which structural members are going in (along with their dimensions), and so on. The CLT panels are only 169mm thick.

  • Ian Gillespie: It’s not about business

    The founder of Westbank, Ian Gillespie, recently sat down with Bloomberg TV to discuss the Toronto and Vancouver real estate markets; his Mirvish Village (Honest Ed’s) redevelopment project; affordable housing; and the markets he is and plans to be focused on (Vancouver, Toronto, Seattle, Tokyo, San Francisco).

    I like the part where he says that he’s really not that interested in business.
