  • Tenji blocks

    Today, Google’s daily Doodle celebrates the work of Japanese inventor Seiichi Miyake. See above screenshot. (I wonder who at Google is responsible for coming up with these. Imagine having to post something new every day.)

    I am sure that most of you have come across these tactile paving blocks before in the subway or in some other public space. But I for one wasn’t familiar with their origin.

    Invented by Seiichi Miyake on his own dime after a close friend started becoming visually impaired, they were first introduced in 1967 on a street in Okayama City (Japan) next to a school for the blind.

    Since then, these tactile blocks — or Tenji blocks — have been adopted all around the world as a way to help the visually impaired navigate our cities and public spaces.

    There are two main types of blocks: ones with bars and ones with dots (which are kind of like domes with their tops cut off). The bars indicate a safe path of travel. And the dots tell you when to stop (such as at the edge of a subway platform).

    The idea is that these different kinds of blocks can be detected with either a cane or through your feet as you walk over them. It’s a pretty simple idea, but it clearly seems to work.

    All of this reminds me of a recent community meeting I was at where I heard a lady — who was visually impaired — speak eloquently about the importance of thoughtful materiality in our public spaces. I think she may have been an architect or designer.

    One of her comments was that echoey spaces can be overwhelming for people with limited vision. That makes perfect sense to me. Unfortunately, I think it can be hard to fully appreciate some of these design subtleties unless you’re living it.

    But as Seiichi demonstrated, maybe all you need is a close friend who is living it.

  • Fixing the MTA

    Fred Wilson wrote a great post on his blog today about New York City’s “transit mess.” 

    In it he talks about congestion pricing (which, as you all know, I support); the mess that is the Metropolitan Transportation Authority (MTA); and this 37-page report on how to improve the MTA.

    Here is an excerpt from his post that I liked, but that won’t be popular with everyone:

    That is an idea [congestion pricing] that has been proposed a number of times over the years, most notably by Mayor Bloomberg during his tenure. It is a good idea and long overdue. A dense urban environment should have excellent mass transit and incentives to use it and should have disincentives to drive cars. Taxing cars in Manhattan and using the revenues to maintain and improve our subways seems like an obvious thing to do.

    I would encourage you to give his post a read. The New York Times also reported on this topic (and the above recommendations) this week. They called it, 7 ways to fix the MTA (which needs a $60 billion overhaul).

  • Transit tech lab launches in NYC

    Earlier this month, the Metropolitan Transportation Authority (MTA) and the Partnership for New York City launched a new vertical accelerator dedicated to public transit. The mission is to make the city a global leader in this space.

    Applications are open until November 30, 2018 and they are looking for early and growth stage companies that address one or both of the following challenges:

    1. How can we better predict subway incident impacts and serve customers?
    2. How can we make buses faster and more efficient?

    Selected companies will go through an 8-week accelerator and, at the end of it, the most promising companies will partner with the MTA on a 12-month pilot. So it is an opportunity to potentially test your product(s) on the largest transit authority in the US.

  • Below the surface

    Later this month the new 9.7 km North-South metro line in Amsterdam will start service. Like most large scale infrastructure projects, its opening has been delayed many times. 8 times according to this source. But this post is not about that. It’s about a byproduct of the line’s construction. 

    The excavations required for the line meant that two sections of the Amstel River – namely the Damrak and Rokin sites – had to be drained. This took place from 2003 to 2012 and gave archaeologists unprecedented access to the bottom of a river in the middle of a historic city center.

    Amsterdam started as a small trading port along the banks of the Amstel River some 800 years ago. So not surprisingly, they found a few things. Over 17,000 objects were found and all of them have been catalogued online according to time period, use, material, and location found.

  • The worst on-time performance of any major transit system in the world

    I was recently with some New Yorkers and we got on to the topic of their subway system. I made a comment about how extensive their network is and how their express trains work so well for traveling further distances. 

    They responded by basically saying: “Yeah, it’s great, when it works.” They then went on to tell me that most of the time they just use Uber to get around the city because the subway has become so unreliable.

    Admittedly, I don’t use the NYC subway system enough to comment on its declining performance. But this recent New York Times article describes it as an utterly failing system.

    Here is a diagram from the article that shows performance on every line (2007 to 2017), measured as a percentage of trains that reach their destinations on time (i.e. less than 5 minutes late):

    In 2007, more than 90% of trains reached their destinations on time. Today, the weekday average is around 65% and some of the lines are in the 30s. This is the worst it has been since the 1970s when NYC was almost bankrupt.

    Apparently this also awards NYC’s subway the title of the worst on-time performance out of the world’s top 20 biggest systems.

    I suppose one of the lessons here is that subway lines on a map will always be far sexier than the nuts and bolts of maintenance, performance, and ridership. But we can’t forget the nuts and bolts. Maybe those are the most important parts.

  • Learning from King Street

    Toronto is now a week into the King Street Transit Pilot.

    It’s still early days and transit guru Steve Munro hasn’t yet published any before and after route performance. He will. But already the sentiment seems to be clear: This shit is working. There are many recounts of people’s commute times being more than cut in half. 

    As somebody who walks this stretch of King every day, this isn’t surprising to me. There has been a dramatic reduction in the number of cars on the street.

    What is perhaps surprising is that none of the surrounding streets seem to be any busier. I would like to see the data, but it feels as if most of the cars have simply disappeared. Are more people now taking transit? Has this been your impression?

    Of course, the pilot isn’t perfect. What is not working are the signs that tell drivers they can’t drive through most of the intersections (only turn right). The circular green lights confuse them or they simply don’t care. 

    There have been suggestions for better signals, such as this one:

    And if the pilot in its current incarnation does stick, I am sure there will be many additional improvements like this one made. But even at this early stage, Toronto is calling the pilot a “transit miracle.”

    When City Council approved the pilot in the summer it had a preliminary cost estimate of $1.5 million. (Figure excludes the lost parking revenue associated with removing approximately 180 on-street parking spaces).

    This is a relatively minuscule amount considering it has had an immediate impact, basically overnight, on the commute times of the 65,000 or so people who use this line every day.

    And it feels even more minuscule when you consider that our Scarborough Subway extension is expected to cost $3.35+ billion to build and only service around 64,000 people a day when you look far into the future – 2031 to be exact.

    The lesson here on King Street should be that light rail and surface transit routes can move lots of people very efficiently and cost effectively when you empower them to do precisely that.

  • Lessons in transit success

    Dylan Reid of Spacing was recently at the International Transport Forum in Leipzig, Germany and has been publishing some interesting posts related to transit. Here is one about what makes transit systems succeed and fail.

    I really like the point that we too often think about transit projects as culminating with a big opening, while overlooking the importance of operations. It’s a bit like focusing on the wedding ceremony and forgetting that the ceremony is only really there to (hopefully) mark the beginning of a lifelong union.

    One of the reasons why this is important is because, as Reid points out, “fares need to provide a strong and consistent proportion of the agency’s funding.” So you need bums in seats, which means you need to build the right transit in the right locations. In other words, a new subway line through a low density suburb will probably result in an abysmal farebox recovery ratio.

    At the same time:

    “…fares will rarely cover all of an agency’s costs. Hong Kong’s Kam noted that, to be truly autonomous, an operator needs an additional dedicated, independent source of revenue. This cannot be based on additional transit-related non-fare revenue (e.g. advertising) – such revenue is helpful but never significant. It needs to be an external source. In Hong Kong, it is based on the agency’s extensive property ownership, but in other cities it could be a congestion charge, a dedicated sales or income tax, or other mechanism. Only with such a source can the agency have the independence to make its own choices for reinvestment and improvements.”

    This is one of the reasons why I am such a strong supporter of road pricing.

    Another point that Reid makes is that transit agencies should always have a consistent pipeline of new projects, rather than erratic periods of expansion. This makes a lot of sense given what it takes to ramp up for a large infrastructure project. But it’s obviously contingent on having sustainable funding sources.

  • Local rail-driven agglomeration economies

    This morning I came across the below graph in a Medium article by Eric Jaffe of Sidewalk Labs. It is taken from a research paper by Elisabeth Ruth Perlman called, Dense Enough To Be Brilliant: Patents, Urbanization, and Transportation in Nineteenth Century America.

    What this chart shows is patents issued – a proxy for innovation – in all U.S. counties between 1790 and 1900. This data is then compared against access to transport, such as rail. The discovery is a statistically significant relationship between innovation (patents issued) and rail (transport) access.

    The spike in the 1850s (shown above) is as a result of increased rail access.

    But Perlman takes it a step further and asks: what is causing this spike in innovation? Is it because inventors and creators started responding to the larger market now accessible to them because of rail connectivity? Or did transportation somehow improve productivity and the flow of information?

    To answer this question, she dug into the patents themselves (over 700,000 of them) to try and identify how ideas and key words were spreading. What she found is that rail access alone doesn’t encourage innovation. References to new technologies did not increase.

    What mattered was what happened locally. Transportation improvements promoted urbanization and density during her study period, and that’s what drove innovation. Connectivity created agglomeration economies at the local level.

    Obviously a lot has changed since the 19th century. But whether it’s rail connectivity or internet connectivity, have the rules really changed? Place still matters. What happens locally still matters. Perhaps even more. 

    This is an important lesson to consider as we build our cities and invest in transportation. Rail alone isn’t enough. What matters more is what we build around it. Are we dense enough to be brilliant?

  • Uberpooling your way to cheap rides

    This morning on my way into the office I ran into a friend who lives in my building (downtown). She works in midtown and so I asked her how she gets into the office. She told me that she either takes the subway or an Uber, but that increasingly she has been taking Uber, particularly on the way home.

    We then started talking costs and she told me that what she does is carpool with a friend from work using UberPOOL. They live nearby and so what they do is leave from the same place at night (the office) and then select a midpoint location between their homes for the drop-off. After splitting their portion of the fare, the ride costs her about $3.25.

    As she was telling me this, I couldn’t help but think to myself: Wow, this is massively disruptive to transit. That is the same cost as taking the subway. So why take transit? With the subway, there may be a speed argument in certain instances, but that certainly wouldn’t be the case with some of Toronto’s streetcar lines (such as the King line). It’s faster to walk.

    However, there are obviously geographic limits to how far you can go in an UberPOOL before your costs greatly exceed taking transit. But as Uber and other similar services continue to bring down the price of a ride (eventually the labor cost component will disappear), how big does that area get?

    All of this – including my own mobility patterns – has got me thinking yet again about the role of transit in the city of tomorrow. 

    One segment that continues to be underserved is the regional scale. Here in the Greater Toronto Area, we are working on that by transforming our commuter rail service into a two-way all-day Regional Express Rail service. Today that strikes me as being hugely valuable. And unless driverless vehicles somehow solve our traffic problem, it will likely remain that way.

  • The Scarborough Subway Extension is a mistake

    Last weekend over dinner, a friend of mine asked me what I thought about the Scarborough Subway Extension debate going on in Toronto right now. Costs are coming in higher than initially projected and the usual back and forth is taking place. Transit blogger Steve Munro has a good post on this called Spinning a Tale in Scarborough.

    I haven’t written much about the Scarborough Subway, but I do have a strong opinion. I believe it’s a mistake. I am not saying that we shouldn’t be building higher order transit in Scarborough – we absolutely should – but it does not need to be an expensive subway line. There are more sensible solutions.

    Here are a few things to consider:

    Light rail transit (LRT) does not equal streetcar. As an avid user of the King streetcar, I’ll be the first to admit that something needs to be done to address the city’s busiest streetcar routes. They are broken. But this is not what was being previously contemplated for Scarborough. True LRT – which Toronto does not yet have – is far more effective at moving people.

    Scarborough Centre is seeing almost no new residential and commercial development. In fact, the “Centres” in general are not seeing much development. The largest share is happening downtown, along the central waterfront, and along the “Avenues.” We shouldn’t ignore this when making our investment decisions. Transit and built form go hand in hand. 

    I also do not buy the argument that we are building this subway in anticipation of demand 50 or 100 years from now. We are not in a position to be proactive about our infrastructure. We are desperately playing catch up and there are already lots of high growth and high density areas in the city which today are completely underserved by higher order transit. 

    Finally, a new subway line with low ridership will mean higher operating cost subsidies to keep it afloat. And at the rate that Scarborough Centre is growing today, this would likely continue for many years into the future. Not only is this debate about spending money today, it is about spending money well in the future, month after month.

    So let’s be clear: the Scarborough Subway Extension debate is about politics. It is not about transportation planning.
