  • EVs are cool, but what about high-speed rail?

    As many of you know, I am an advocate for high-speed rail in Canada. Specifically along the Windsor-Quebec City corridor, which is the most densely populated part of the country. And so I found this comparison interesting:

    “If there is one project that would create thousands of jobs, improve business productivity, clean up the air, reduce the output of greenhouse gases and cut the demand for endless highway construction, it would be high-speed electric rail between Toronto, Ottawa and Montreal, where population densities are high enough to make the project sensible. Cost estimates are all over the map. The University of Toronto’s Munk School of Global Affairs & Public Policy put the price tag at about $12-billion, which is $2-billion less than the bucks being thrown at the Volkswagen battery plant alone. But forget it – the Canadian government wants more cars, not fewer. Canadian cities will remain car sewers forever.”

    The above excerpt is from this opinion piece talking about EVs and the public subsidies being paid to encourage battery production within Canada. I get that we want to be part of this important mobility shift. But we are way behind when it comes to high-speed rail.

    And by behind, I mean that we don’t have it at all in this country.

  • Project Profile: Montréal is really good at missing middle housing

    We often talk about the challenges associated with smaller scale developments on this blog. They are difficult to underwrite, there are diseconomies of scale and, after a certain point, developers typically start to require a certain minimum size. In other words, if you have a big development machine with a lot of fixed costs, you probably don’t want to build even 100-150 homes at a time. You want something like 250-300 homes as a starting point.

    But there is something so great about small infill projects, which is another topic that we like to talk about on this blog. Take, for example, the above 10,940 square foot project at 6001-6009 Rue St-Hubert in Montréal. Designed by L. McComber, the project includes 2 commercial spaces and 8 homes (specifically, 2 studios and 4 multi-level “townhouses”).

    Using rough measurement approximations from Google Maps, the lot looks to be about 15m wide x 26m deep. So the lot itself is somewhere around 4,200 sf, which is effectively a double lot based on the prevailing frontages in the area. According to this rough math, I’m guessing the FSI (floor space index) of this development is somewhere around 2.5x.

    It is certainly a beautiful project, but in my mind the two most noteworthy aspects of this development — at least for this audience — are the following:

    1. The architect essentially acted as the developer. They wanted to build and then own their own office space, and so they now occupy the ground floor of this project. As a partial end-user of the development, this likely means that they underwrote it slightly differently compared to if they were a pure developer.
    2. The project’s circulation space is outside and is largely housed in a central open-air courtyard.

    Here’s what #2 looks like:

    This second point about circulation is an important one because it’s an effective way to reduce hard costs, improve overall efficiency (rentable/saleable divided by gross construction area), and lower long-term operating costs. Of course, exterior stairs/circulation are quite common across Montréal’s walkups. So maybe this isn’t all that novel for them.

    But I still think it’s a perfect reminder that we shouldn’t use climate as an excuse. Montréal is both colder and snowier than Toronto. And just look how they’re building. I would happily live here. Would you?

  • Wealthiest cities in the world

    According to this annual survey by Henley & Partners (first chart from Bloomberg), these are the top 10 wealthiest cities in the world when you count the number of high-net-worth individuals (i.e. people with investable wealth greater than US$1 million):

    However, if you instead count billionaires, the top city flips from New York City to the Bay Area (which includes San Francisco and all of Silicon Valley). This isn’t all that surprising.

    Also not surprising is the precipitous decline in the number of HNWIs residing in Hong Kong. From 2012 to 2022, the number declined by 27%. That said, a bunch of other cities fared even worse. The city that lost the most millionaires over this same decade was Moscow. It declined by 44%.

    For those of you wondering about Toronto, we placed 12th, just after Chicago, with 105,200 millionaires, 193 centi-millionaires, and 18 billionaires:

    The next city in Canada on the list is Vancouver, and following that is Montreal:

    It is interesting to see how much further behind Montreal places with these metrics given that it is an urban region with about 1.6x the population of that of Vancouver’s.

    Also interesting — given its size and global importance — is Paris (18th when it comes to HNWIs):

    However, when it comes to seasonal draw, Paris is second only to Miami, which appears to be the undisputed global destination for rich people in the winter. Paris has 126 centi-millionaire residents, but during its peak holiday month (presumably summer), this number is believed to increase to over 300:

    Finally, looking at Park City, Utah, it has 8 permanent centi-millionaires and this number is thought to increase to over 100 during the winter snowboarding season. And to be clear, this transient population figure only includes people who own a second home there. It does not include rich people paying US$3,700 per night to stay at Deer Valley. That’s pretty good for a small town of only 8,500 permanent residents.

  • Yes, the most surveilled cities in the world are in China

    Toronto has a lot more CCTV cameras than I would have thought.

    According to this (2022?) data from Comparitech, there is estimated to be about 19,236 cameras installed around the Greater Toronto Area. With a population of around 6.31 million people, this translates into a per capita rate of 3.05 (CCTV cameras per 1,000 people). What this means is that there is almost surely footage of me enjoying a late-night shawarma sandwich after the bar somewhere on the streets of Toronto.

    In some ways, this is a high number of cameras. Tokyo, which is usually considered to be the largest metro area in the world with nearly 40 million people, only has 1.06 cameras per 1,000 people. Dhaka is 0.71. Sao Paulo is 1.04. Osaka is 1.57. And Montreal is 1.03. Though to be totally fair here, Rio de Janeiro is up at 3.34 (and it may be the most dangerous city mentioned in this post). Paris is 4.04. New York is 6.87. Los Angeles is 8.77. And London is 13.35.

    But where things get really exciting is in authoritarian places. Moscow is estimated to have 16.85 CCTV cameras per 1,000 people. And in China as a whole, there is estimated to be roughly 540 million cameras scattered around its cities, which works out to an average of 372.8 cameras for every 1,000 people. For a city like Shanghai, this crudely equals something like 10.6 million cameras.

    It turns out that surveillance is pretty important for things other than shawarma-eating videos:

    Vyborov wasn’t arrested that day, but the police informed him that he was under surveillance through Sfera, one of Moscow’s face recognition systems, for participating in unsanctioned rallies. Considered one of the most efficient surveillance systems, Sfera led to the detention of 141 people last year. “Facial recognition, and video cameras in general in a totalitarian state, are an absolute evil,” Vyborov says.

    Here’s the other thing. Safety is usually touted as the reason to have lots of cameras. But Comparitech’s data suggests that there’s an almost non-existent correlation between lots of cameras and lower crime. I mean, just look at Tokyo. It is basically the model megacity, and its per capita camera rate is only 1.06. The real utility, it would seem, is using cameras and face recognition software to restrict personal freedoms.

  • Immigration to Canada is back

    According to the Globe and Mail, Canada’s census metropolitan areas (or city regions) grew by about 574,000 people for the year ending July 1, 2022. This is the highest number on record (or at least since Statistics Canada started tracking this figure in 2001), which is not entirely surprising given that immigration flows slowed dramatically during the pandemic.

    The other thing that the pandemic did was accelerate a trend of people leaving the biggest city regions for other parts of a province. During this same time period, Vancouver saw a net intraprovincial migration loss of about 14,300 people, Montreal saw about 29,500, and Toronto saw 78,077. But again, this was a trend that was building prior to the pandemic:

    It is perhaps no surprise that these losses follow the order of our largest city regions. And it once again suggests that we are not doing enough when it comes to housing supply/affordability and homes for young families. These intraprovincial losses are not because these city regions aren’t desirable. It’s in fact the exact opposite.

  • Road salt vs. gravel

    It has been mild and wet in Toronto over the last week, but normally at this time of the year, the entire city looks like as if it was just hit by some sort of apocalyptic chalk storm. Everything is white. And that’s because we rely on rock salt and liquid salt brine to keep our roads and sidewalks free of snow and ice. Each winter, the city uses upwards of 130,000 tones of salt to maintain its service levels.

    This is the tool of choice because it is both reasonably effective and cheap. However, the trade-off is that it does horrible things to the environment. It also ruins perfectly good shoes, which should tell you something about what it’s doing to the environment. So it’s a balancing act: Yeah, it’s terrible for the environment, but we want usable roads and sidewalks. People slipping and falling is also a liability problem.

    That said, when I was in Montreal over the weekend, I did notice a greater use of gravel:

    This causes its own set of problems in the spring when it all needs to be tidied up. But in the interim, it did allow me to wear my neon Nike Air Max 90s without the fear of them disintegrating on my feet. Sometimes there’s also no choice. Road salts only work down to a certain temperature and then they become ineffective. So there are lots of examples of cities using sand and/or gravel to improve traction.

    This is not the case in Toronto. We rely on rock salt. And part of the reason for this is that our winter service levels dictate “bare pavement” on highways and arterial roads. Gravel doesn’t get you bare pavement. Salt does. Also, Ontario doesn’t require snow tires, whereas Quebec does. So there is an argument that, because of this, we are all ill-equipped to deal with anything besides bare streets. (Though have you seen our sidewalks and bike lanes?)

    I am not a salt management expert. I opted out of that fascinating elective in University. But in my opinion, the goal should be to use as little rock salt as possible. Maybe that means we need to rethink our service levels and our priorities. And maybe that means we need to do things like mandate winter tires.

  • Happy new year

    We checked into a hotel in Montréal last night and I discovered this room service robot sitting next to the elevators. I have been told that if you ask it nicely, it will deliver champagne to your room. But I have yet to confirm this invaluable service.

    Montréal is one of my all-time favorite cities. I have been coming here regularly since I was a teenager and I have always felt uniquely drawn to it. It is the history, the urban grandeur, and the way that it feels effortlessly sexy. Not many cities are like this.

    So I’m happy to be ringing in the new year with family in this great city. Happy new year, everyone.

  • Micromobility ridership in the US from 2010 to 2021

    The National Association of City Transportation Officials (NACTO) has just published this report on shared micro mobility in the US from 2010 to 2021. And it’s a good look at how this space has evolved over the years. According to the report, the first modern North American bike share system was installed in Montréal in 2009 and the first in the US was in 2010. Though a quick Google search has Washington DC claiming this title in 2008.

    Whatever the case may be, bike share ridership started somewhere around 321k per year in the US and trip volume is now close to 50 million per year. Electric scooters also joined the mix in 2018, and 2019 was a banner year for this mode of transportation. The report suggests this was due to cheap VC money subsidizing these rides. Electric scooters have seen their average trip cost 2x between 2018 ($3.50) and 2021 ($7), despite the average trip distance remaining more or less flat (1.3 to 1.2 miles).

    Naturally, the pandemic was bad for shared mobility. But it is interesting to see how much this space has rebounded and how resilient it seems to be. Prior to the pandemic, bike share usage had clear morning and evening peaks, coinciding with people commuting to work. Since then, we have seen a shift to both a wider range of trips (i.e. to do things like get groceries) and more trips throughout the day.

  • Sorry, you can’t build that kind of housing here — downtown or the distant suburbs

    Between 2016 and 2021, and according to this recent report from Statistics Canada, the population of the Toronto CMA (Census Metropolitan Area) grew by over 274k people:

    The population of the Montréal CMA grew by nearly 188k people:

    And the population of the Vancouver CMA grew by over 179k people:

    These are the three largest CMAs in the country and they, not surprisingly, also have the three largest “downtowns.” As of the spring of 2021, the most populated downtowns were as follows: Toronto (275,931 people), Vancouver (121,932 people), Montréal (109,509), Ottawa (67,169 people), and Edmonton (55,387).

    In this exercise, Statistics Canada breaks down each CMA into 5 categories, which are generally based on two things: (1) your typical monocentric city model (downtown in the middle with a declining gradient of surrounding sprawl) and (2) how long it takes to commute — by car during non-rush hours — from downtown to the surrounding areas.

    The good news in all of this is that Canada’s downtowns seem to be doing just fine. Broadly speaking, they are growing at a faster rate than their respective CMAs and growing at 2x the rate of the previous census cycle. Halifax’s downtown grew at 26.1% from 2016 to 2021 and Calgary grew at 21%, to give two more examples. So I think you can safely ignore what you may have heard about a pandemic exodus. Those people are now returning from the country after realizing that there aren’t any pretentious coffee shops and expensive butcher shops.

    But something else is also going on in Canada’s largest urban centers. The concurrent trend is continued urban sprawl. The biggest downtowns are growing quickly, but so are the distant suburbs (30 minutes or more from downtown). And they are growing at a faster rate than everything in between. This is not entirely surprising, but it is obviously concerning from a climate change perspective and because it suggests that people are being forced to do the old “drive until you qualify” thing.

    These two phenomena are the most pronounced in the Toronto CMA. If you scroll back up to the top of this post, you’ll see that downtown absorbed a decent chunk of the population growth (about 14%), particularly considering its small footprint. But then if you look at the distant suburbs (the mustard color), you’ll see that it’s where 72% of new entrants went!

    The question I like to ask with all of this is, “are people choosing to move to the distant suburbs because that’s the housing and location that they truly want, or are people choosing it because it’s all they can afford?” There is an argument out there that sprawl is a natural market outcome and that we shouldn’t be forcing people to live in higher-density housing. And I am certainly sympathetic to giving people as much choice as possible.

    But how much choice are we really giving people in our biggest cities? We have figured out how to intensify our downtowns through mid- and high-rise development. And evidenced by the growth rates, many people are enjoying this form of housing and the kind of urban lifestyle that comes along with it. But if it happens to not work for you, our current solution is, “either be rich so you can remain close to downtown or go for a drive.”

    What is clear from this latest census data is that we haven’t yet figured out the in-between. The missing middle is still missing. And that’s because we have clear mechanisms in place to more or less ensure this is the case: (1) We restrict meaningful growth from taking place in our single-family neighbourhoods and (2) we have made a habit out of shifting some of the incumbent tax burden to new entrants through things like development charges.

    Overall, it’s a devilishly clever system where two things happen: “Sorry, you can’t build that kind of housing here. Build it somewhere else. By the way, I’d like to keep my property taxes as low as possible, so not only do I not what you close to me, but I’d also like you to help pay for some things. Cool?” This is the arrangement that we are seeing playing out in these charts. It can be easy to ignore, but it’s there.

  • Stairs and balconies

    Perhaps the two most distinctive features of Montreal’s low-rise architectural landscape are (1) lots of exterior stairs and (2) lots of balconies. (Their density is, of course, also noteworthy, particularly in a North American context.)

    The exterior stairs are somewhat curious to outsiders given all the snow the city gets. But it’s maybe a good case study and follow-up to yesterday’s post about 1925 Victoria Park Road and its proposed exterior corridors.

    As for the second feature, the Globe and Mail recently published this wonderful little ode to the Montreal balcony. It is a great reminder that, when designed well, people really do love balconies and exterior spaces.

    This is an ongoing debate in the world of multi-family development, and the outcomes often vary by city and sometimes by housing tenure. But at the end of the day, I have yet to meet anyone who doesn’t appreciate getting outside in the summer.
