
If you’ve been reading this blog since the summer, you might remember that there was a period of time where I wrote incessantly about the removal of the eastern portion of Toronto’s elevated Gardiner Expressway.
Ultimately City Council didn’t vote the way I believe we should have. But I remain hopeful that somehow we will manage to do the right thing and replace it with a surface boulevard. Now – before the east waterfront gets developed – is the right time to make that happen.
However, the western portion of the Gardiner Expressway is a different story. The adjacent area is already developed and it is unlikely that this highway is going anywhere any time soon. So for the foreseeable future, we are stuck with it.
And if we are stuck with it then we should make the absolute best of it – even celebrate it. Which is why Toronto is buzzing right now with the news that a 1.75 km stretch under the western portion of the Gardiner Expressway will be remade into a vibrant public space by 2017. This is thanks to a generous $25 million private donation. (Is that enough money?)

The first phase is expected to run from Strachan Avenue in the west all the way to Spadina Avenue in the east. That is what is shown above.
Two key elements include a grand stair at Strachan Avenue, which looks like this today (via Google Streetview):

All of this doesn’t change my opinion of the Gardiner East, but I do believe that this is an incredibly exciting opportunity for the city. Today the space under the Gardiner is a void in our public realm.
I also think it could be quite interesting to have these two opposing urban conditions along the central waterfront. A linear underpass park in the west and an open air boulevard in the east.
It’s also exciting to see private money step up. It goes to show you that there is no shortage of passionate city builders in this town.

I received an email from an ATC reader yesterday who is working on a publication about reimagining public spaces in Toronto. She sent me a few questions and specifically wanted to talk about the Yonge Redux project, which I wrote about a month ago. After I responded to her questions, I figured I should just share them publicly. So here they are:
How would citizens from different age groups benefit from the Yonge Redux project?
I would bet you that this stretch of Yonge Street experiences more pedestrian traffic than it does car traffic. And yet we’ve allocated space in the opposite direction: cars have more space than pedestrians do. So what this project is really about is reallocating the street, or public right-of-way, so that the dominant uses are actually prioritized through urban design. It doesn’t need to be more complicated than that. Ultimately, this will benefit people both young and old.
Do you know what kind of professionals are needed to complete a project like this?
You’d need an architect/designer – one who is awesome at landscape/urban design work. gh3 here in the city comes to mind as a firm I like, if you want an example. You’d need a bunch of engineers to deal with stormwater management and other infrastructure items. You’d likely need a transportation/traffic consultant to assess traffic flows in the area and prove that this project won’t cause the entire city to come to a grinding halt (it won’t). You would need someone to manage the day-to-day of the entire project. And this is just naming a few of the professionals/consultants that you’d probably end up needing.
You’d also have to work closely with the city, the local councillor, and the local community. It’s inevitable that some of the businesses will worry about the loss of potential customers – so that would need to be worked through.
What are some areas in Toronto that, in your opinion, need reimagining in the next few years?
My feeling is that Toronto is still at the early stages of this shift towards better public spaces and a better public realm. But in many ways, projects like Yonge Redux are much easier sells compared to the other areas that could use a face lift. Yonge Street is already urban and pedestrian friendly. The real challenge is going to be dealing with the areas outside of the core – most of which, frankly, aren’t that welcoming to pedestrians and aren’t all that urban. What do we do with those? And do the local communities even want them transformed? They’re going to be much harder to reimagine (though I’m not saying we won’t be able to do it).
Where do you see the future of Toronto’s public spaces in the next 50 years?
All signs point to a more dense, more urban, and more transit-oriented city. With that shift, we’re going to increasingly realize the importance of incredible public spaces. So if we continue down this path, I reckon our public spaces will only get better. I’m optimistic about the future.
How would you personally approach a project like this?
My understanding is that this project has legs. It just has to work through the city bureaucracy at this point. Jennifer Keesmaat supports it.
Yesterday morning I went for a swim at the new Regent Park Aquatic Centre. I used to swim regularly when I was in grad school in the US, but it fell off when I moved back to Toronto and there wasn’t a convenient place for me to walk to. Having to drive to a gym or to a pool can really cut hurt how often you’re able to go.
In any case, the pool was fantastic. On the west side of it are glass sliding doors that face the park. And since yesterday was such a beautiful day, they were all open while everyone was swimming lanes. The wooden ceiling also gives the space a nice, warm feel.
The biggest surprise for me though was the universal change rooms. I had never been in a co-ed change room before – or one that was completely open and visible to the pool (there are small private rooms so you can actually change). For families, it makes a lot of sense. Everyone can go in together and it’s easy to watch your kids in the pool from within the change room.
After my swim, I rode my bike around Regent Park and tweeted this out:

What’s happening in Regent Park is incredibly exciting. To me, it feels like a return to the fundamentals of city building. They’ve reconnected the old street grid – which had previously been removed to create the old “towers in a park” scheme – and they’re clearly working towards a proper urban neighborhood with retail at grade and buildings pushed right up against the street.
A big measure of success, though, will be how animated the streets become and how well the retail does. Because all of that isn’t quite there yet. But we’re on our way. And already I feel like we’re about to forget what the old Regent Park used to be like. Toronto may have lived with that neighborhood for over 60 years, but future generations will barely know it existed.
