As a follow-up to yesterday’s post about infill housing and overall urban densities, let’s look at some basic math.
The City of Toronto has an estimated population of 3,025,647 (as of June 2023) and a land area of 630 square meters. That means that its average population density is about 4,803 people per km2. Obviously this number will be higher in some locations, and lower in others. But overall, this is the average.
Now let’s consider how many people we could actually fit within the existing boundaries of the city (city proper not the metro area) if we were to simply match the average population densities of some other global cities around the world.
Again, what this chart is saying is that if we took the same physical area (Toronto’s 630 square meters) and just increased the population density to that of, say, Paris, we would then have a total population of over 13 million people and we’d be housing an additional 10,011,573 humans on the same footprint.
I am not suggesting that this is exactly what should be done. (Though, you all know how much I love Paris.) What I’m suggesting is that calling a place “full” isn’t exactly accurate. How would you even measure that? What someone is really saying is that they are content with the status quo in terms of built form and density.
Toronto has a lot more CCTV cameras than I would have thought.
According to this (2022?) data from Comparitech, there is estimated to be about 19,236 cameras installed around the Greater Toronto Area. With a population of around 6.31 million people, this translates into a per capita rate of 3.05 (CCTV cameras per 1,000 people). What this means is that there is almost surely footage of me enjoying a late-night shawarma sandwich after the bar somewhere on the streets of Toronto.
In some ways, this is a high number of cameras. Tokyo, which is usually considered to be the largest metro area in the world with nearly 40 million people, only has 1.06 cameras per 1,000 people. Dhaka is 0.71. Sao Paulo is 1.04. Osaka is 1.57. And Montreal is 1.03. Though to be totally fair here, Rio de Janeiro is up at 3.34 (and it may be the most dangerous city mentioned in this post). Paris is 4.04. New York is 6.87. Los Angeles is 8.77. And London is 13.35.
But where things get really exciting is in authoritarian places. Moscow is estimated to have 16.85 CCTV cameras per 1,000 people. And in China as a whole, there is estimated to be roughly 540 million cameras scattered around its cities, which works out to an average of 372.8 cameras for every 1,000 people. For a city like Shanghai, this crudely equals something like 10.6 million cameras.
Vyborov wasn’t arrested that day, but the police informed him that he was under surveillance through Sfera, one of Moscow’s face recognition systems, for participating in unsanctioned rallies. Considered one of the most efficient surveillance systems, Sfera led to the detention of 141 people last year. “Facial recognition, and video cameras in general in a totalitarian state, are an absolute evil,” Vyborov says.
Here’s the other thing. Safety is usually touted as the reason to have lots of cameras. But Comparitech’s data suggests that there’s an almost non-existent correlation between lots of cameras and lower crime. I mean, just look at Tokyo. It is basically the model megacity, and its per capita camera rate is only 1.06. The real utility, it would seem, is using cameras and face recognition software to restrict personal freedoms.

I am endlessly fascinated by cities. I keep a running list of places I want to explore (everywhere from São Paulo to Shanghai). And frankly, I consider it to be an important part of my job to think about how to make our cities better.
As I was flipping through the book this morning, I was reminded of something that I have been saying for years on this blog. Toronto could use a floating public pool like the Badeschiff (“bathing ship”) in Berlin:
Constructed from the hull of an old cargo vessel, the Badeschiff opened in 2004. The Spree itself is too polluted to swim in (or at least that was the case back in 2004), and so this has become an important swimming outlet for the city.
The real benefit of a floating pool is that you’re mostly in a big body of water, but now you can also heat it. In the winter, the Badeschiff is covered and turned into a spa/sauna. This would be particularly useful in a place like Toronto.
It’s easy to bring people to water in the summer. Apparently Summer-Badeschiff even has a bar and regular DJ sets (presumably all techno given this is Berlin).
The real challenge is in the winter. And if you’ve ever read an RFP involving a public space in Canada, you’ll know that this question invariably comes up: So, how do we, like, get people to come here when it’s 10 below?
Hot water, nice views, and a little food & drink. I promise that’s all you need.
I went out this morning to grab coffee from around the corner and, on my way back home, I ran into two people in the elevator that, from what I could glean, had hit the same button in the elevator and then struck up a conversation. He asked if she had just recently moved into the building. She responded with no, and that she usually doesn’t see anyone else on their floor. He was surprised by this response and said that he knows everybody on the floor.
Nearly a hundred years ago, architect Le Corbusier, as well as others, had the idea of creating “streets in the sky.” Perhaps the most famous example of this concept is his Unité d’Habitation in Marseille (pictured above). Now a UNESCO World Heritage building because of its role in the development of modernist architecture, the building houses five “streets”, two of which were intended to be fully-fledged shopping streets. These streets house(d) things like shops, restaurants, galleries, and even a hotel.
Le Corbusier was famous for his desire to create machines for living in. And these streets in the sky were part of this philosophy. The idea was that by having all of the things you needed under one roof, you would then be able to live an efficient, productive, and enjoyable life. Architecture and design could do that for you.
Of course, the other reason for this thinking was that we needed to get people away from cars. As the car became more commonplace in cities, conflicts arose. And architects began to grapple with how best to separate people and cars. One obvious solution was to simply lift people up and off the ground so that the street could be freed up for cars to do their thing. This was going to be the future.
The pitfalls of this line of thinking have since then been widely documented. And today, I think it’s pretty clear that most cities are in fact taking the opposite approach. Instead of removing people, they are removing cars through pedestrianization projects. Some of these projects are temporary, but many are also permanent. This happening almost everywhere from Toronto to Sao Paulo.
The other problem is that it’s extremely challenging to make retail uses work way up in the sky. And that’s why even second floor retail spaces often struggle compared to those on the ground floor. As I understand it, the non-residential tenancies in Marseille’s Unité d’Habitation have naturally evolved from being retail-centric to being more office-like. Supposedly you’ll now find architects and medical offices, which is not at all surprising.
But that doesn’t mean that Le Corbusier’s instincts weren’t directionally right. We now have lots of examples of tall buildings housing an intense mix of uses and public functions. And in the case of multi-family buildings, the corridors do often serve as a kind of street. I happen to live off of one that houses our building’s amenities. And so in addition to just running into neighbors, I’ll often run into the odd birthday party or Sunday afternoon sumo-suit party. True story!
It may not be the Champs-Élysées, but it is a kind of street for living.
Despite having somewhere around 4,000 employees and being valued at upwards of $15 billion (2021 figure), CloudKitchens remains an incredibly secretive company. In 2020, it was reported that they had spent over $130 million in the preceding two years on properties in about two dozen cities, and this week the Financial Times reported that they have been quietly building “dark kitchens” across Latin America, alongside a new food and convenience goods business called Pik N’ Pak.
The way this all supposedly works is that the “dark kitchens” prepare the food for delivery and pick-up takeaway, and any excess space within these buildings is used to store convenience goods like over-the-counter medicines and pet foods. I guess it is literally about picking and packing various items that you can then attach to takeout orders. In both cases, the food and goods are delivered to customers using local app companies such as Uber Eats.
All of this appears to represent a shift in the supply chain for takeout food and various convenience goods. But what I am really curious about right now is what the real estate footprint of this network looks like within our cities. What is the optimal square footage of a ghost kitchen? What radius do they serve? And how does this ultimately change the landscape of our cities? I don’t know the answers to these questions, but change appears to be underway. Here’s an excerpt from the above FT article:
“…the growth of dark kitchens across Latin America has caused controversy in certain cities. The proliferation in São Paulo, the largest city in the Americas, sparked objections from residents living nearby, with banners against new facilities appearing in well-heeled neighbourhoods. The town hall has proposed local regulation of dark kitchens and earlier this year placed a temporary ban on the issue of new licences. People have complained about noise, smells, smoke and motorcycle drivers — known colloquially as motoboys — waiting outside to collect orders. One unhappy local said his son had been nicknamed “bacon” and bullied in school because of the odour on his clothes, according to Cris Monteiro, a city councilwoman.”
Travis Kalanick seems to have a knack for upsetting people and changing the way our cities operate. Although, the same could be said about a lot of other startups.
I tweeted this out last night while watching old reruns of Anthony Bourdain’s Parts Unknown series. This was a great show. If I were to give everything up and become a YouTuber, this is the kind of travel and food channel I would want to make, except that I would naturally have to add in some equal parts around architecture, planning, and real estate.
The responses to my tweet were of course mixed. Some people agreed and some people didn’t. And a few people provided examples of great cities that aren’t particularly known for their openness to new entrants — places like Tokyo. This kind of response is not at all surprising given how divisive this topic has always been throughout history.
But here’s what I was thinking:
1/ There are some obvious current case studies. Consider places like Toronto and Miami, where foreign born residents now make up the majority of the population. These are two fast growing and dynamic cities that wouldn’t be anywhere near as interesting without their immigrant populations. Certainly the food wouldn’t be as good.
2/ Many of the most beautiful cultures in the world are the result of different cultures coming together. Brazil is one example that comes to mind. Throughout history they have been one of the largest recipients of immigrants in the western hemisphere. Sadly, Brazil was also the last country in the western world to abolish slavery.
3/ Rome and Tokyo were cited (in the comments) as two great cities that frankly aren’t all that diverse. According to Wikipedia, less than 10% of Rome’s population is non-Italian. But Rome, while nice, is provincial these days. And Tokyo, while awesome, has a bit of a demographic problem.
4/ Even if you think a place doesn’t have a lot of immigrants and maybe isn’t all that diverse, it is still probably the result of diverse cultures coming together at multiple points throughout history. Maybe because of immigration. Or maybe because of something bad like war. Think of the Moors from northern Africa who crossed the Strait of Gibraltar and conquered the Iberian Peninsula.
5/ An openness to new people could signal and probably does signal an openness to other things. And since we are living in a world that thrives on innovation and new ideas, being open strikes me as being a fairly good and useful characteristic to have.
6/ Lastly, I come from a family of immigrants. I self-identify as being entirely Canadian. But I had to come from somewhere (multiple places, in fact). And so it strikes me as being odd and entirely selfish to want to block the flow of people now that I’m here and established.
I just discovered this set of maps (via Brian Potter) looking at the largest cities in the world from 100 CE all the way through to today (well 2015 CE). Here are what the two bookends of this map series look like:
It is an interesting reminder of just how centralized the world was around the Mediterranean and parts of Asia, and also how nothing is guaranteed. As recent as 1900, cities like Manchester and Philadelphia were among the top 10 largest cities. Today they aren’t even close.
“The city has to be for everybody, not just for the very few.” –Paulo Mendes da Rocha
Brazilian architect, Paulo Mendes da Rocha, died this past weekend. He was 92. Though he hadn’t really completed many buildings outside of his home country, his work and his contributions to São Paulo are widely celebrated. Some of his accolades include the Mies van der Rohe Prize for Latin American Architecture (2000), the Pritzker Prize (2006), the Venice Biennale Golden Lion for Lifetime Achievement (2016), and the Royal Institute of British Architect’s Royal Gold Medal for Architecture (2017). I’ve always had a soft spot for Brazilian modernism. They were early adopters of European modernism and ultimately made it their own. I don’t think Mendes da Rocha would necessarily appreciate this classification, but as I’ve mentioned here before, modernism, and more particularly brutalism, took on very different qualities in Latin America. Exposed concrete just seems to hit differently in a tropical setting. Here and here are some examples of his more famous projects.
Who needs to travel when you have, this? This, is a site called Drive & Listen, which allows you to drive around cities — well, watch vides of people driving around cities — while listening to local radio stations. It’s oddly fascinating in an I-spend-hours-on-Google-street-view kind of way. (It’s okay if you do that too.) A colleague sent out the link this morning and I thought it was a pretty clever idea, particularly right now, when many/most of us are yearning to travel, but can’t. The first cities I visited were Buenos Aires, Tokyo, Sao Paulo, Lisbon, Berlin, and, of course, Toronto.
Cities all around the world continue to create wealth and lift people out of poverty. But they also repulse people through traffic congestion, housing supply shortages, and overcrowding (which is distinct from density). Generally though, the forces of attraction have tended to outweigh the forces of repulsion, which is why the world continues to urbanize.
As Azeem points out, the first city believed to have reached 1 million inhabitants was Rome. It happened some 2,000 years ago. In the 1930s, New York then became the first city to reach 10 million inhabitants. And today, the 10 largest urban agglomerations in the world look something like this:
Outside of Japan, all of these city regions are expected to add many more people by 2030. Missing from this chart, however, are cities such as Lagos, Nigeria. Between 2018 and 2050, the UN estimates that 35% of the growth in the world’s urban population will come from just three countries: India (+416 million), China (+255 million), and Nigeria (+189 million).
