  • More homes, less rezonings

    One of the really positive things that is happening in the world of Toronto land use planning is that the minimum scale of development that is permitted as-of-right continues to grow. We’ve gone from fourplexes to 6-storey apartments, and now we’re talking about mid-rise buildings (6-11 storeys) and even some tall buildings (12 storeys or more).

    What this ultimately means is being able to build without a rezoning application. That means no site specific negotiation, and no fighting over whether the building should be 32 meters tall or 30.5 meters tall with a 2.4 meter stepback because of shadowing concerns on someone’s heritage-designated garden gnome. It means getting under construction sooner.

    Here are some of the specific ideas being reviewed:

    • Expand the number of streets designated as “Avenues” throughout Toronto (Avenues are a defined term and where we have decided that mid-rise buildings should go)
    • New Official Plan policies that would encourage more mid-rise buildings on Avenues
    • Eliminate the rear angular plane requirement (currently a mid-rise performance standard); this is expected to produce ~30% more homes in your typical mid-rise development
    • Increase as-of-right permitted heights to 6-11 storeys (the city estimates that this will unlock ~61,000 additional homes)
    • Introduce “transition zones” between Avenues and low-rise neighborhoods, which could then accommodate things like low-rise towns and apartments up to 4 storeys (it’s worth noting that transition zones were initially part of Toronto’s mid-rise performance standards but then got removed for some reason)

    This is meaningful progress. Let’s enact and keep going.

  • Windowless bedrooms are the result of specific forces

    Pat Hanson of gh3* is absolutely right with her comment, here, about why we are seeing more windowless bedrooms being built in Toronto:

    In much the same way, some of Toronto’s development policies encourage windowless bedrooms. “I don’t think it’s driven by cost,” says architect Pat Hanson, a founding principal of gh3* and a member of Waterfront Toronto’s Design Review Panel. “It’s driven a lot by building forms. Where you find a lot of these inboard bedrooms is in the mid-rise type.” The requirements to step back mid-rises on an angular plane, she adds, forces the developers to populate their projects with very deep units.

    This condition is being driven by building forms and by overall housing affordability. Here is a post that I wrote on this exact topic back in 2017. The numbers are dated. I cited $857 per square foot as the average price of a downtown Toronto condo. But the forces at work remain the same.

    And they are not entirely unique to apartments and condominiums. One of the reasons why many condominiums are becoming long and skinny — and getting designed with windowless bedrooms — is the same reason that many cities, like Toronto, have long and skinny single-family lots.

    You can certainly find wider lots, but it’ll cost you.

  • Multiple expression and our bias toward old architecture

    You may not have ever used this exact term before, but I’m sure that most of you know what it is. On his blog over the weekend, Witold Rybczynski wrote about a new architectural term he just learned called: “multiple expression.” What it refers to is the use of different architectural styles on a long facade in order for the building to appear as if it’s multiple smaller ones.

    And today, I would say that this is largely viewed as a positive thing. Typically it is done to “break up a massing” or create a “fine-grained retail experience.” In fact, you’ll find things like this in some design guidelines. Here’s one from Toronto’s mid-rise performance standards:

    This doesn’t explicitly stipulate that architects should use “multiple expressions”, but it does suggest that long repetitive facades are suboptimal, and that they should be broken up. But Witold’s view is the opposite. He argues that this “bespeaks a lack of confidence, a poverty of the imagination.” And he gives the example of Park Crescent in London, designed by architect John Nash.

    It’s long (well over 60m) and it’s repetitive:

    Perhaps a good counter example to this would be Mirvish Village in Toronto, which was designed by Henriquez Partners and which has been largely celebrated as a way of creating the feeling of fine-grained urbanism in a larger master-planned development. Here it is on Google, still under construction:

    So what is it that makes Mirvish Village a generally desirable outcome in today’s planning environment, even though I suspect that most people would still appreciate what John Nash did on Park Crescent back in the early 1800s? Are we saying — with our guidelines — that we like Park Crescent, but that we shouldn’t do that ever again today?

    And to what extent do age and architectural style play into these opinions? Are long repetitive facades over 60m acceptable as long as the architectural style is “Regency” and the buildings aren’t too tall? Is modernism the problem? Because here’s another example from London: The Alexandra and Ainsworth Estate.

    Built in the 1970s, it is a Brutalist housing estate with a largely repetitive design, and even a slight curve reminiscent of Park Crescent:

    Does this have confidence and imagination? Witold would probably say no.

    In the end, I guess the answer is that it all depends. Guidelines are just that — guides. They are not set in stone rules that must never be broken under any circumstances. That would be to reduce architecture to a strict science, and there’s clearly also an art component to building great cities.

    “Multiple expression” is usually done to create the feeling of finer-grained urbanism. But sometimes — if you’re old and regal-looking enough — the opposite can be okay too.

  • Everybody wants a 3 bedroom condo until they see what they cost

    We have spoken about this topic — of larger family-sized suites — many times before on the blog. And my argument then, as it is now, is that the largest barrier is cost. We can talk about cultural biases (which I do think exist in North America) and, sure, we can talk about how to better design for families. But until we solve the problem of costs or until low-rise housing gets so prohibitively expensive that it tips the scales in favor of multi-family buildings, I’m not sure we’re going to see a meaningful shift.

    To be fair, it does appear that the number of families living in apartments and condominiums is increasing here in Toronto. My neighbor is one data point. However, broadly speaking, I don’t think it’s happening with the “larger family-sized suites” that most people imagine in their minds when they talk about this opportunity.

    So how do we address this? There are a number of interesting ideas in the above Twitter thread that I would encourage you to check out. Ratcheting down or eliminating development charges (and other government levies) on larger suites is one of them. But what is obvious is that this is a challenging problem to solve. So the brutally honest answer is that I don’t really know what will be most effective. But here are three potential places to start.

    As-of-right mid-rise buildings

    Remove the barriers to building more mid-rise. One irony of mid-rise buildings is that they are probably the most desirable form of multi-family housing and yet they’re the most expensive to build. A lot of this has to do with construction costs and other unavoidable diseconomies of scale, but there are other things we can do. In my view, we should target to make all mid-rise buildings fully as-of-right. This means no rezoning costs, no community meetings, and overall simpler designs. Instead, the rough process should be: buy site, work on permit drawings, and start marketing new homes.

    Growth pays for as much as possible

    This is also something that we talk a lot about on this blog. But most people outside of the industry don’t think of it in this way, or they don’t care. The mantra is that “growth pays for growth”, which obviously sounds good. Tax new housing based on its impacts. But in reality this is not what’s happening. What is happening is that “growth pays for as much as possible as long as new home prices keep rising.” And it persists partially because nobody except evil developers see these large bills. But if we really want to make new housing more affordable and if we really want to encourage more families in new multi-family buildings, then we need a more equitable solution.

    Financing new family-sized homes

    The way we finance new homes impacts the kind of housing that gets built. Here in Toronto, new condominium projects generally require a certain percentage of pre-sales, because construction lenders want as much certainty as possible that they will get their money back upon completion. In theory, it also reduces the chance of overbuilding because you’ve pre-sold most/all of the homes. So there are obvious benefits to this approach. However, the problem is that you need people to now buy in advance. And oftentimes, the people buying early aren’t families who expect to need 3 bedrooms in 5.2 years. Should there be another financing solution for larger homes?

  • All lit up in the Junction!

    Friday was a busy day at Junction House.

    In the morning, we gave a hard hat tour to Toronto’s City Planning Division. They are currently revisiting the Mid-Rise Building Performance Standards, and so this was an opportunity to see what these standards translate to when you’re on site trying to actually build a mid-rise building.

    It was great to see the group so highly engaged and looking for ways to improve the delivery of this housing typology. Thanks for taking the time to visit Junction House.

    Then we had the “official lighting ceremony” for the placemaking art. And by official lighting ceremony, I mean that there were a handful of us playing around with a drone and trying to get cool pictures on our phones. However, did we have one actual videographer, so stay tuned for some proper video footage of the installation.

    Finally, in the evening after sunset, we got to see it illuminated for the very first time. And it was everything we had hoped for! An idea turned into reality, many years later. Shout out to the Urban Toronto community for spotting one of our earlier prototypes online and then encouraging us to make some design changes. We are happy we listened.

  • Project Profile: 1925 Victoria Park Road, Toronto

    A recent development proposal at 1925 Victoria Park Road (Toronto) by Well Grounded Real Estate (developer) and Partisans (architect) is noteworthy for a number of reasons:

    • The 12-storey, 168-suite residential mid-rise building is proposed to be built out of mass-timber.
    • It is targeting Toronto Green Standard Tier 4, which is a voluntary, difficult-to-achieve, and expensive sustainability target. It is the equivalent of net-zero and I believe the only projects to date that have achieved this level in the city are public projects.
    • The circulation spaces are exterior single-loaded corridors that face an internal courtyard. This approach is very common in some cities, but almost non-existent in Toronto. Usually because someone will cite our winters as being a problem and because double-loaded corridors are typically the most efficient (rentable area / gross construction area). But the benefits are that you don’t need to heat/cool these corridor spaces and you open up the possibility of suites with windows on both ends.
    • The design doesn’t generally follow the typical “pyramid-shaped confection” that has come to define Toronto mid-rise buildings, though it does seem to generally conform to the 45 degree angular planes that we love to obsess over. Instead, it is starting to resemble a typical European courtyard building. Good. For some more commentary on this, check out John Lorinc’s recent piece in the Globe and the Mail.

    This is unquestionably an ambitious project. And ambition is what cities need. So I am pleased to write about it today on the blog. If you’d like to learn more, check out their project website.

  • Speed and simplicity in Vancouver

    This is a good follow-up to my recent post about the barriers to developing mid-rise here in Toronto. I have just learned (thanks to Michael Mortensen) that Vancouver has proposed some specific zoning changes that are intended to increase the supply of new rental housing.

    Oddly enough, some of these proposed changes are consistent with what I put forward in my post and include 1) streamlining the development approvals process and 2) simplifying the allowable built form. i.e. Fewer step-backs.

    The report is dated May 2020 and I truthfully don’t know the current status of these proposed changes. I’m sure Michael would have all of the details. But regardless, the report very clearly acknowledges that lengthy entitlement timelines are a barrier to new rental housing, as are more complicated building forms. Speed and simplicity can go a long way.

  • More on Enhancement Zones — a follow-up to density transition zones

    Architect Michael Spaziani left a great comment on yesterday’s post about density transition zones and the Enhancement Zone concept that was first proposed as part of the St. Clair West Avenue Study. You can read it by clicking here. Michael was part of the consultant team that worked on this study and so they are the ones that came up with the idea. As we talked about yesterday, Enhancement Zones were ultimately struck from the study. The idea of applying a 60 degree angular plane to certain avenue mid-rise sites also didn’t make it through. This guideline was intended to be used on sites where the impacts to adjacent neighborhoods weren’t as great. For example, a site on the south side of St. Clair Avenue that wouldn’t be producing any shadow impacts on people’s backyards. These concepts and discussions are all over a decade old at this point. But it feels like it’s time to revisit them in a serious way. If you take a look at the Mid-Rise Buildings Performance Standards (available over here), you’ll find some “considerations for enhancement zones.” They’re all crossed out though.

  • The long and narrow of property affordability

    Lots sizes and dimensions vary from city to city, as well as from neighborhood to neighborhood. They come in many different shapes and sizes from long and narrow (common in Toronto) to rectangular or even wide and shallow. Charlie Gardner wrote a terrific post on this last year where he used Bing Maps to illustrate some of these differences. Tokyo, for instance, is shown as having more rectangular lots (32′ x 38′), whereas Buffalo is shown as having more long and narrow lots (30′ x 175′). Charlie then asks: why the prevalence of inefficient long and narrow lots? These dimensions obviously produce long and skinny houses.

    As he rightly points out in his post, there are economic reasons for this. Assuming you’re starting with deep blocks and lots, then there’s going to be a natural tendency toward subdividing and going long and skinny. That’s because the key dimension is frontage onto the street. The more frontages you create, the more front doors can be built, the more lots with access to the Mississippi can be created, etc. And that’s how you end up with 10-12′ wide row homes, which also helps to address overall housing affordability. This is not a new phenomenon.

    To further demonstrate this point, let’s look at how this phenomenon has translated into the condo market – specifically the mid-rise condo market here in Toronto. In this case street frontage morphs into window frontage (access to light). That’s now the guiding dimension. In a 1 bedroom apartment, that dimension might be something around 6-7m. That allows you to have both a bedroom and a living room with a window. So it makes for a great 1 bedroom or 1 bedroom + den apartment. (I’m ignoring corner suites for this thought exercise.)

    However, a tension often arises when you begin to look at larger suites, such as 2 bedrooms and 3 bedrooms. The obvious response would be to simply give over more window frontage. So instead of 6-7m, the suite may get 10m. This would allow you to create a split 2 bedroom apartment (both rooms get windows) with a living room in the middle. This would be considered a highly desirable floor plan.

    But up until now we’ve been ignoring the depth of the apartment. And as is the case with lot dimensions, this can have an impact on the amount of street/window frontage that gets designed. We’ve talked a lot about mid-rise buildings before on this blog and one of the challenges here in Toronto is that the 45 degree angular plane guideline produces deep floors on the bottom of the building and narrow floors on the top. Given this, it would not be unheard of to end up with 12m apartment depths on some of the lower floors.

    The counter argument would be that nobody is forcing these larger floor plates. Simply carve the building back. But the economic reality is that the margins are so thin on mid-rise buildings, that it would be inconceivable to give up this floor area. You have to max out the envelope.

    Why does this matter? Well let’s assume that the average downtown Toronto condo will cost you $857 per square foot. Using back of the envelope math, that means that the above 6m x 12m apartment (1 bedroom) could cost around $663,000 (774 square feet x $857 psf). And that the above 10m x 12m apartment (2 bedroom) could cost around $1,106,000 (1,291 square feet x $857). 

    These are obviously big numbers. Question becomes: Who will be able to afford these?

    So naturally the design exercise becomes about reducing the size of the apartments and often this means reducing the amount of window frontage. Of course when you do this, it means that one or more of the bedrooms will need to be pulled back from the front windows, which is how you end up with inset / recessed bedrooms (indirect light) and long and narrow apartments. These are often pejoratively referred to as “bowling alley suites”, but they are driven by a push for greater affordability.

    Again, this is not a new phenomenon. It is simply a trade-off that gets made. It’s the long and narrow of property affordability.
