  • Paris introduces new limited traffic zone

    As counterintuitive as it may sound, one way you could try and improve traffic congestion is to discourage people from riding their bikes and instead encourage them to drive more. That’s what’s happening in Toronto right now. Another way is to dramatically restrict car usage. And starting this Monday, that’s what Paris will be doing with its new limited traffic zone (zone à trafic limité) in the center of the city:

    This new ZTL is approximately 5 square kilometers. About 100,000 people live within its boundaries, and it is estimated that somewhere between 350,000 to 500,000 vehicles enter it each day. But according to the city, it is estimated that only around 30% of these trips are absolutely necessary (because of a lack of alternatives, for example). The purpose of the ZTL is to reduce the unnecessary ones.

    The way it will work is that drivers will no longer be allowed to drive through this zone. You’ll only be able to enter if you plan on stopping for a legitimate reason. It’s not yet clear what this exact list of approved reasons will be, but the general idea is that if you want to drive in for dinner or to attend a meeting, that’s fine. What you can’t do, though, is just drive around in a souped-up Honda Civic blasting Taylor Swift.

    The next 6 months are planned to be a period of education. Drivers exiting the zone are just going to be told that there’s this new ZTL and that they better have stopped somewhere. But eventually there will be a 135 euro fine and eventually drivers will be expected to furnish some sort of supporting evidence for their stop, such as a restaurant receipt. There’s also talk of adding automatic cameras.

    Of course, this creates a lot of gray areas. What about if you’re just going over to a friend’s place for dinner? Will they then need to write you a note saying that you went over for some homemade bouillabaisse? Yeah, I don’t know the answer to this. But you have to admit that this is a bold city-building move, and a far more effective way of improving traffic flows.

    Unlike removing bike lanes, this plan will actually work.

  • Mass transit with on-demand service

    Here’s what we know:

    In the mid-20th century, the US made a pivotal choice that shaped its cities, economy and lifestyle. It chose highways and cars over public transit. At the time, this seemed like the future: the freedom of the open road, the allure of suburban living, and the booming post-second world war economy all converged to push America towards a car-centric culture.

    The Federal-Aid Highway Act of 1956 cemented this vision, unleashing a highway system that encouraged suburban sprawl, fuelled the automotive industry and sidelined public transit. Rail systems were seen as relics of a slow, industrial-era technology ill-suited to America’s postwar aspirations. The car was king. 

    But this congested system is breaking. In 1950 about 30 per cent of the world’s population lived in cities. By 2030 this is expected to reach 60 per cent. Infrastructure cannot keep up with this growth. An increase in cars further reduces street capacity.

    What we don’t have a clear consensus on, though, is the path forward. Is it more highways? More public transit? More bike lanes? Or will autonomous vehicles finally arrive and bail us out? The answer will depend on who you ask.

    In this recent opinion piece, venture capitalist Vinod Khosla makes the case for something else: personal rapid transit systems (or PRT). Conveniently, he also happens to be an investor in one — a company called Glydways.

    The promise is an on-demand mass transit system that offers the convenience of a personal car, but with the capacities and price points of public transit. And it is based on small autonomous vehicles riding in their own dedicated lanes.

    Each lane only needs to be 1.5 meters wide, which is less than the 2.3 meters that the Dutch see as the ideal width of a one-way bike lane. And with this, the company claims that it can reach capacities of up to 10,800 people per hour.

    To further put this into perspective, the standard width of a two-way parking drive aisle here in Toronto is 6 meters. So this would mean that each drive aisle could, in theory, have 4 lanes dedicated to these “Glydcars.” That’s how narrow they are.

    This, of course, isn’t an entirely new idea. You might remember that Masdar City in Abu Dhabi claims to have opened the world’s first PRT system in 2010 — a 1.4 km line with only two stations. That said, Glydways has already been awarded three projects in the US. So for fun, I think I’ll keep an eye on them.

  • We need far better urban data

    The divisive debate over bikes lanes in Toronto continues to remind me that we need far better urban data. People and politicians keep touting “evidence-based decisions,” but what exactly is that evidence? The high-level figure being thrown around by the anti-cycling side is that only something like 1% of residents use bike lanes. So obviously it only makes sense to focus on the 99% and not give up any space to this small minority group.

    But this is highly aggregated data. It also doesn’t speak to any of the externalities associated with introducing new bike infrastructure. Looking at 2021 Census data, the number of cyclists was actually around 5% for the old City of Toronto and in some areas it was between 15-20%. However, it’s absolutely critical to note that this is only the people who selected cycling as their “primary mode of commuting” when submitting their responses to the last census.

    Meaning, it excludes people who maybe only cycle 1-2 days a week, or who ride for leisure and/or for exercise, or who ride to their French class in the evenings (like me). I would also assume that these numbers have generally grown since 2021 given the overall investments that have been made in biking infrastructure. So overall, this is weak data. It’s a few years old. And it excludes many types of users. We need to get more granular.

    Like, it’s great to see local business owners speaking out about the benefits that they have seen as a result of the Bloor bike lanes, but in the end, this is also anecdotal. We need real-time data, precise modal splits, the throughput of every major street, and much more. Then maybe we’ll be able to better optimize around the fact that we are a city divided by built form and by politics. That’s the thing about evidence-based decisions, they tend to get stronger with accurate evidence.

  • May we have a bike lane?

    Today, the government of Ontario announced legislation that, if passed, would require municipalities to receive approval from the province before installing any bike lane that would result in the removal of lanes for traffic. And in order to receive such an approval, municipalities would need to demonstrate that the proposed bike lane(s) won’t have a negative impact on vehicle traffic. To be clear, municipalities should still be free to remove lanes for other purposes — such as on-street parking — but not for bike lanes.

    There’s a lot that can and will be said about this announcement. I’m also aware that I have my biases. I’m an urbanist. I live in a walkable neighborhood. And I enjoy biking, a lot — both to get around and for fun. So I think it’s clear that this announcement was designed to appeal to a specific audience: those that drive in from the suburbs and who are deeply frustrated. This is somebody doing something. Never mind that the new Eglinton LRT line isn’t open yet and nobody knows when it will actually open, look over here at these annoying cyclists.

    The problem with this line of thinking is that it’s not going to fix our traffic. The way you make things better in a big global city with lots of demand for road space is to reduce car dependency. This is not a popular thing to say, but it’s the reality. And broadly speaking, this is done in two ways. One, you provide great alternatives. And two, you price roads accordingly, through things like congestion charges. Incidentally, this also creates a virtuous cycle, because the latter raises money for the former.

    In many ways, we’ve been getting better at number one. In 2015, Bike Share Toronto recorded 665,000 trips. Since then, ridership has increased every year. In 2023, the network recorded 5.7 million trips. And this year, the number is expected to exceed 6 million. This is not nothing. This is a lot of people riding around on bikes, some of whom may have instead opted to drive or take an Uber. And I think there’s no question that this continual increase in ridership is at least partially supported by the fact that we’ve been creating more bike lanes.

    That said, I think it’s clear that to continue to move forward as a city we’re going to need to start collecting far better urban data. We need to know things like how many cars and bikes are on every street and how fast they’re moving. (AI can do this, right? ) This way we can continually optimize for moving the most number of people as efficiently possible. And if it turns out that I’m wrong, and clamping down on bike lanes and having more people drive is the most efficient, I’ll of course accept that. Just show me the data.

  • Toronto’s congestion crisis needs solutions, not politics

    People in Toronto are deeply and rightly frustrated about our traffic. We have truly world-class congestion. But here’s the thing, the way we’re going about solving this problem is all wrong.

    Transportation staff seem to believe that congestion charges would not reduce or deter traffic from coming into Toronto. Never mind all the global precedents, never mind that we have the tolled 407 highway to look to, and never mind that economics tells us that when the price of something increases, the quantity demanded decreases.

    Instead, we seem to think that we can solve this problem with fewer bike lanes, improved traffic management, and better policing, including higher fines for disobedience. (Interestingly enough, higher fines are supposed to deter people, but congestion charges won’t do the same. I’m confused.)

    None of this will fix the mess we’re in.

    This is a case of politics over data and experience. Identify something that people are pissed off about, and then create the illusion that you’re doing something to fix it. Good politics. But the reality is that this problem is much trickier to solve. It will require vision and meaningful change. That’s a much tougher sell.

    Think of this way. Can you identity a large car-oriented global city with millions of people that doesn’t have a traffic congestion problem? Even the Katy Freeway in Houston, which counts as many as 26 total lanes, has a congestion problem. And the last time I checked, it didn’t have any bike lanes.

    Now let’s look at the largest city region in the world — Tokyo. The city proper has about 14 million people and the broader region has about 41 million. This is the entire population of Canada in one city region, and yet it’s generally viewed as being one of the most well-run and efficient cities in the world. How do they do it?

    Here are the modal splits within Tokyo’s 23 wards (2018 data):

    • 36% public transport (rail and bus)
    • 27% passenger cars
    • 23% walking
    • 14% bicycles and motorcycles

    Now compare this to the splits in Toronto’s census metropolitan area (2021 census data):

    • 76% passenger cars
    • 16% public transport
    • 5% walking
    • 1% bicycles
    • 2% other

    Of course, if we were to look at the modal splits within the core of the city they would look quite different and much closer to Tokyo’s numbers. This is why it can be so hard to achieve consensus on many city building issues — we are quite literally a divided and different kind of city.

    In the end, this is the root cause of our traffic problem. The vast majority of people in this city region drive. And they are not to be blamed. It’s because we’ve designed this to be the only practical option.

    But if we’re serious about solving congestion, it’s going to require some bold changes. It’s going to require reducing this 76% figure. We can fool ourselves into thinking that better construction coordination, fewer bike lanes, and higher fines will somehow solve this enormous and deep-rooted problem, but the inconvenient truth is that they won’t.

    What we need are real solutions. Is anyone going to take the lead?

  • Using maps on a bike

    I have started using Apple Maps when I cycle. I’ve been using Apple instead Google because it automatically pairs with my watch and tells me (through vibrations) when I need to turn somewhere, but I’m not here to argue that one is better at navigating than the other.

    What’s great about using either Apple or Google Maps is that it will take you on routes that have bike lanes or, at the very least, routes that have less vehicular traffic.

    Toronto’s cycling network is far from complete. But I have been impressed by how far I can go on dedicated lanes and by how many lanes/trails exist that I didn’t know about. Here is the city’s 2024 map showing only dedicated bikeways:

    It is not fun riding a bike when you have to fight with city traffic. And so this is a great way to try and avoid that, and not think too much about which routes you should be taking. It’s also a great way to test the completeness of your city’s biking network.

    I’m glad that Toronto is becoming a much better place to ride a bike.

  • 10 years of radical change in Paris

    I know that many of you already know this, but it’s pretty remarkable what Paris has been able to achieve over the last 10 years:

    Paris has closed more than 100 streets to motor vehicles, tripled parking fees for SUVs, removed roughly 50,000 parking spots, and constructed more than 1,300 kilometers (800 miles) of bike lanes since Mayor Anne Hidalgo took office in 2014.

    The result is that, according to city officials, air pollution in the capital has declined by about 40% since 2011. And bicycle usage has increased by some 70% — this is since 2019.

    Now, Paris does happen to be blessed with a dense urban fabric. But that doesn’t necessarily mean that this transformation was simple or easy. The difference is will. Most Parisians seem to support these actions.

    So the next time you’re stuck in traffic and cursing some scapegoat, maybe consider what you would be willing to do to dramatically reduce traffic congestion. Would you be open to radical change in your city?

  • How wide should a bike lane be?

    The Dutch now believe that the number is 230cm. This is an increase from a previous recommendation of 200cm. The thinking behind this number is roughly as follows. Apparently there are Dutch laws stipulating that bikes can’t be wider than 75cm. So this is the starting point.

    But since it’s impossible to always ride in a perfectly straight line, there seems to be a generally accepted rule that, at an absolute minimum, cyclists need about 100cm of width to themselves.

    If you now double this so that two people can ride side-by-side, you’re at 200cm. This is an important design criteria because the Dutch also seem to believe that (1) cycling is a social activity and (2) a child should be able to ride beside their parent. (Love this!)

    Finally, add in a bit of buffer so there’s room to pass slower cyclists and/or nobody feels like they’re going to crash into oncoming cyclists, and you get to 230cm as the ideal width of a single bike lane.

    I’m not sure I had given this much thought before, so I look forward to scrutinizing (and possibly measuring) every bike lane I ride in going forward.

  • Bike sharing around Toronto

    I love cycling. And I have been using Toronto’s bike share system to get around over the last few weeks (both for work and personal stuff). There’s no better way to get around when the city is busy. But it was also a reminder that we have a lot of work to do when it comes to cycling infrastructure.

    Here are a few observations:

    • The Bike Share mobile app has got to be the worst app that I have ever used. First of all, it’s called PBSC. I think this was a deliberate choice so that it’s impossible to remember and impossible to locate on your phone. Because once you do find it, it’s an awful experience.
    • I struggled to make it from downtown up to midtown a few days ago. Can I blame the Bike Share bike instead of my lack of physical conditioning? I can’t see the majority of people wanting to do this sort of ride. This is where e-bikes and e-scooters come in.
    • Many of the bikes have something wrong with them.
    • We don’t have enough bike lanes and bike-friendly streets. I know that some you don’t want to hear this. But it’s the truth. There are a lot of streets in Toronto where it is terrifying to be on a bicycle. This is true even in the center of the city.
    • If you’re not familiar with Toronto, you won’t get this point. But Queens Quay is a seemingly complicated street for many people to navigate. Cycling along here in peak summer is an exercise in dodging people as they meander across the bike lane.
    • We need dockless bikes. I’m sure that the team is doing their best to load balance across the network, but it is often a challenge to find an available dock at the end of a trip. There are ways to do this that avoid bikes being left everywhere.
    • And while we’re at it, we should also add e-scooters to our roster.
