Last week’s general election in the UK was yet another example of the urban-rural divide that we are all seeing emerge around the world. Taking a look at this chart from the Centre for Towns, it’s pretty clear that the type of community someone lives in (i.e. how urban), says a lot about the way in which they probably voted. In big cities, the vote share was 49% Labour. And in villages, communities, and small towns, the vote share was about 48-58% Conservative.
But what does this stem from? According to John Burns Murdoch of the Financial Times, the biggest predictor (for constituencies) of a swing vote over to the Conservatives during this last election was the share of the population in a blue collar job. These facts probably aren’t all that surprising to most of you. But it is an important reminder of how concentrated the new economy is becoming in big — or perhaps I should say, certain — cities. The Brookings Institution recently referred to this as “a crisis of regional imbalance.” Because it’s not just a case of urban vs. rural. Brookings found that from 2005 to 2017, more than 90% of innovation sector growth in the US could be traced back to just five metro areas. (You’ll be able to guess most of the five. Only one stood out for me.)
Zoning, as practiced in much of the nation, gravely misallocates resources. Some distortions are micro, such as the mediocre siting of Anton Menlo housing [a project by Facebook], and the lack of walkable neighborhoods in New Haven suburbs. Others are macro. If Silicon Valley were more populous, it would be a world tech center even more attractive to IT workers. The misuse of zoning squanders land, adds to the nation’s carbon footprint, warps interstate migrants’ choices about where to reside, and helps price poor households out of wealthier neighborhoods that would offer better life prospects for their children.
The paper focuses on three metropolitan areas: Austin, Silicon Valley, and New Haven. Of these three, Austin is the most permissive in terms of allowing new and denser housing. Silicon Valley and New Haven, by contrast, have done a great deal to limit intensification by adopting exclusionary policies.
In 1970, home prices in Silicon Valley were only slightly above the national average. Today, they are by far the highest in the United States, which is, of course, partially a result of high demand (tech salaries) and low supply (zoning ordinances). Ellickson’s paper examines the effects of the latter.
Here is an excerpt from a Guardian article that was published last year (by Tim Burrows) about Grimsby, England:
In Grimsby’s 1930s heyday, fishermen used to head to Freeman Street as soon as they were off the trawler, straight to the Lincoln or the Corporation Arms to spend their bountiful earnings. A century previously, Grimsby had been a fairly sleepy fishing village, but by the 1890s it was on the way to becoming the biggest fishing port in the world. In the mid 20th-century, trawlers were bringing in 500 tonnes of fish a day.
Today, Grimsby still has a thriving indoor market (paid for by the EU and the Enrolled Freemen of Grimsby, an organisation that dates back to the 13th century), but the further north towards the docks you walk, the emptier and more dilapidated things get. A local businessman says sex workers wait around at night for lorries to take them to the deserted docks. “It’s a legacy of the old fishing days.”
There is scant legacy to be found elsewhere. After a long decline, the fishing industry died in the mid 1980s, its owners selling their trawlers to companies in Aberdeen or Japan. Unlike Hull across the river, currently basking in its year as Capital of Culture, Grimsby is the Humber city that never was.
More than 70% of people in Grimsby, England voted to leave the European Union in the 2016 “Brexit” referendum. It was one of the highest shares in the country. But with one of the highest unemployment rates in the country, that outcome is not all that surprising.
Supposedly, at its peak, there were eight onshore jobs for every one at sea in Grimsby. And like all thriving cities, there were economies of agglomeration, which resulted in things like the largest ice factory in the world. The fishing fleets needed crushed ice — and lots of it.
The Grimsby story is, of course, not a unique one. You just have to replace fishing with some other industry. Many cities have managed to diversify their economies either out of necessity or because they saw the writing on the wall. But for others it has been a real struggle.
It’s one of those things that is perhaps simple, but far from easy.
I spent a good chunk of this morning talking and thinking about underground building details that most people (unless you’re in the industry) would never think to consider. This is not a criticism on most people. I mean, I don’t know how iPhones are made. I just use and enjoy them. But when it comes to buildings, I’m paid to ask questions and understand how things work.
There’s a lot of risk in the ground.
You have to think about things like bearing capacity, environmental contamination (usually), hydrostatic pressure and, generally, how you’re going to manage water, particularly if you have a high groundwater table. Usually this last one is about making sure you’re keeping the water out. A pretty important detail both below and above grade.
So when I came home tonight and saw the below tweet, I felt obligated to write about it.
If you read the reply from NYC’s Metropolitan Transportation Authority, you’ll see that this is them testing something they call a “flex gate.” It is a flood barrier that allows them to seal off subway entrances in the case of a storm surge and they run these tests (shown above) for 4 hours at a time to make sure they’re installed property. This one was.
Managing water is a big part of city building. New York City, Miami, Venice, and countless others know this all too well right now.
Venice has been keeping flood records for 150 years, though it is generally understood that the city has been regularly flooding since the very beginning. It usually happens between the fall and the spring and the earliest record is believed to be from the 6th century.
This past week, Venice saw its acqua alta (or high water) peak at 187cm (6’2″) above its normal level. This is the second highest number on record and is just below its 1966 peak. At these numbers, about 80% of the historic center is underwater. Here is a chart from the WSJ explaining that:
Venice has been working on a flood management project called MOSE since the 1980s. The name is an acronym, but there’s a deliberate biblical reference here. Remember when Moses parted the red sea?
The project has been mired in engineering delays and corruption scandals, and so it’s not yet operational. If it were, it would have, in theory, protected the city this past week. 2022 is the anticipated completion date, but I don’t know if that’s realistic or not.
The system consists of 78 mobile gates that fill with water and sit flat on the seabed when the tide is low. When a high tide is predicted, the gates are then to be pumped with air so that they rise (hinged on one side) and close off the three inlets that connect the Venetian Lagoon to the Adriatic Sea.
As I was reading about this project and everything else that has been going on in Venice this past week, I became curious about how exactly the Dutch have been managing to hold back the sea. I mean, a big chunk of the Netherlands sits below sea level.

Matthew L. Schuerman has a new book out called, Newcomers: Gentrification and Its Discontents. I haven’t read it. But in it, he argues that “gentrification is all around us.” Hence the title. Will Stancil has an interesting rebuttal to this position as part of his book review in the Washington Monthly. Here’s an excerpt:
Schuerman settles on what he admits is a simple definition of gentrification: the process by which a neighborhood goes from having below-average to above-average incomes for its region. But he never really applies it. While he frequently asserts or implies that gentrification is exploding across cities, he doesn’t say how many neighborhoods actually meet his definition.
As a demographic researcher, I decided to check. Using U.S. Census data, I looked at the share of people in New York, San Francisco, and Chicago living in places that met Schuerman’s definition of having gentrified between 2000 and 2016. In New York, it’s 3.1 percent of residents. In San Francisco, the number is 4.4 percent. In Chicago, it’s 4.8 percent. Needless to say, this does not represent a vast swath. Although the numbers might increase if the time frame were extended, change at a generational pace is far less disruptive than change that takes place over a few years. Using Newcomers’ own definition, the story of urban America is not a tidal wave of gentrification but creeping racial and economic transition.
In fact, this aligns with the growing academic consensus that gentrification is much rarer than is commonly believed. This year alone, there have been no fewer than three national studies into the prevalence and location of gentrifying neighborhoods. (Disclosure: I authored one of these studies, for the University of Minnesota.) Despite using very different methods, all three studies roughly appear to agree that about 10 percent of neighborhoods in metro areas were gentrifying. Research has also tended to show that no matter how you measure gentrification in the urban core, it’s almost always more common to find neighborhoods afflicted by intensifying poverty. Out of the fifty biggest American regions, forty-four have core cities where the population in poverty has grown faster than the overall population since 2000. The only exceptions are New York City, Los Angeles, D.C., New Orleans, Atlanta, and Providence.
This issue of concentrated poverty has come up before on the blog through posts like this one about Detroit. The data is pretty clear: The number of high poverty Census tracts in the US is increasing faster than the number of gentrifying Census tracts (i.e. Census tracts that are becoming wealthier).
So could it be that the problem isn’t actually gentrification? It is that, paradoxically, gentrification isn’t happening enough and more broadly, and that it is leading to rising inequality across our cities. That strikes me as being the greater issue.
I can think of at least a dozen buildings in Toronto that use some form of a parking stacker system. And I am seeing firsthand how they are becoming more popular and more commonplace as a result of space constraints, rising costs, and a bunch of other factors. Below is an example of a system that allows you to (almost) triple the number of cars that can be accommodated on a given footprint. This UN report (2018) on urbanization trends is a fascinating way to understand how our world is growing and changing. So today’s post is about some of my takeaways. If you have others, feel free to add them to the comment section below.
But first, some definitions.
The UN report considers 3 ways to measure the size of a city, all of which we have used before on this blog. The first is the “city proper.” That is the current administrative boundary of a city. The second is the “urban agglomeration” area, which is a city’s contiguous built-up area. And the third is the “metropolitan area,” which is the approximate area of economic and social interconnectedness.
Above is what these 3 boundaries might look like for Toronto (which is the example they use in their report). About the only one that isn’t debatable is the “city proper” boundary; but it really doesn’t capture the full extent of a city. Wherever possible, the UN report relies on the city’s urban agglomeration area. They also define a “megacity” as a city of over 10 million people.
The largest city in the world is currently Tokyo. However, from 2018 to 2030 it is expected to decline by almost 900,000 people. Whereas, the city in 2nd position — Delhi — is expected to add more than 10 million inhabitants during this same time period. By 2030, these are expected to be the largest cities in the world:
Most current megacities are located in what the UN refers to as the “Global South.” And 9 out of the 10 cities projected to become megacities by 2030 are located in developing countries. The one exception is London. Though all regions in the world are becoming more urban, the real population growth is happening in Asia and Africa.
Most cities — 59% of cities with 500,000 or more people — are at risk of at least one natural disaster. And 3 megacities — namely Manila, Osaka, and Tokyo — are high risk for 3 or more types of natural disaster.
Going through the report’s data charts, it’s also interesting to note that Toronto is not projected to become a megacity by 2030. However, the Toronto area already represents over 20% of Canada’s entire urban population.
In the United States, Chicago’s urban agglomeration is projected to continuing growing and does come close to megacity status by 2030. The Miami region is similarly expected to grow and is actually right on top of Toronto in terms of population. But the fastest growing regions are, of course, expected to be the city’s that can more easily sprawl (Las Vegas, Phoenix, and so on).
Bogotá, Colombia is already a megacity and is expected to add almost 2 million people by 2030. It currently represents about 26.5% of the country’s entire urban population. São Paulo remains one of the top 10 largest cities in the world and is similarly projected to add over 2 million people in the same time period, but to a much larger base.
In Europe, it’s London, Paris, and Moscow, with the latter two already in possession of megacity status.
Now quantity isn’t everything. Despite not ranking in the top 10 in terms of population, both New York and London are widely considered to be the world’s preeminent global cities. At the same time, we do know that the size of a city does create certain socioeconomic benefits. Urban agglomerations create agglomeration economies.

Confession: I haven’t seen the new Joker movie. But it looks quite good and I’ll probably watch it once it becomes available through Apple TV.
I have, however, been reading about all the photographic attention that is now being paid to the “Joker Stairs” that feature prominently in the movie. These are a long set of stairs that connect W 167th Street from Anderson Ave down to Shakespeare Ave in the Bronx. I had no idea the area was so hilly. (Click here for Google Street View.)
Two things immediately struck me about this.
One, these are a perfunctory set of stairs that were previously not given much attention until they were showcased in a movie and ultimately imbued with new symbolism. Put differently, the stairs didn’t change; the cultural context did. This is patently obvious, but it shows that architecture and urbanism are, at the end of the day, symbols.
I understand where this feeling is coming from. But I am also curious as to the point in which something like this becomes disrespectful. I live in the St. Lawrence area of Toronto, which is home to one of the most photographed buildings in the city: The Gooderham Building. On most days, the median in front of it is filled with tourists, photographers, and Manfrotto tripods.
Now, is this disrespectful to my neighborhood? It certainly doesn’t bother me. But might this be a different situation? Is the difference that the symbol some of us hold for the Bronx is one of grit and decay? Coincidentally, this is something that has been no doubt heightened by the movies.
