  • San Francisco is the first city in the US to ban facial recognition software

    San Francisco recently became the first city in the US to ban the use of facial recognition software by city agencies. (There’s a second vote next week, but it is considered just a formality.) A similar ban is also making its way through the system in Boston.

    I thought the following quote by Aaron Peskin in the New York Times was an interesting one, because it speaks to some of the growing tensions between tech, policy, and city building:

    “I think part of San Francisco being the real and perceived headquarters for all things tech also comes with a responsibility for its local legislators,” Mr. Peskin said. “We have an outsize responsibility to regulate the excesses of technology precisely because they are headquartered here.”

    I can appreciate both sides of this argument.

    For those concerned about crime and safety, facial recognition promises more effective policing. That’s why this technology is already used at many airports, including SFO. (Because it’s under federal jurisdiction, it won’t be impacted by this ban.)

    At the same time, there are legitimate concerns related to the large-scale collection of personally identifiable data. And it is this same concern that is fueling the debates here in Toronto around what Sidewalk Labs is up to along the waterfront.

    I am not an expert on this particular topic (or many topics for that matter). But if you’re a regular reader of this blog, you will know that I believe in innovation and I believe in progress.

    However, I also believe that it is important and healthy for us to be having these debates. Because what I do know is that I wouldn’t want Toronto to become Shenzhen. I wouldn’t want to jaywalk across the street and have facial recognition software automatically send a ticket to my phone and post my photo to a “wall of shame.”

    That doesn’t sound like a very fun city.

  • Shade inequality in Los Angeles

    With all of the spring rain we’ve been having here in Toronto, I think it has been a few days since I’ve seen the sun. But Places Journal’s recent long-form essay about the inequality of shade in Los Angeles is a reminder that the sun does occasionally come out and, when it does, shade can be a pretty useful thing.

    Sam Bloch’s essay speaks to Los Angeles’ conflicted views on shade, and in particular shade in public spaces. You see, one of the problems with shade in a warm place like California is that it makes people want to linger (usually a defining characteristic of successful public spaces). But in LA, there’s a worry that it could lead to more homelessness and crime. Trees create places to hide.

    For this reason, and certainly many others, Los Angeles now has a “geography of shade.” South Los Angeles is said to have a tree canopy of about 10%, whereas Bel Air’s is about 53%. Shade has become a kind of luxury. As a point of comparison, the US national average is somewhere around 27%.

    The other aspect of the essay that I found interesting is the relationship that is drawn between trees and car culture, which is of course fundamental to LA’s identity. Here’s an excerpt:

    Despite that early fame, palm trees did not really take over Los Angeles until the 1930s, when a citywide program set tens of thousands of palms along new or recently expanded roads. They were the ideal tree for an automobile landscape. Hardy, cheap, and able to grow anywhere, palm trees are basically weeds. Their shallow roots curl up into a ball, so they can be plugged into small pavement cuts without entangling underground sewer and water mains or buckling sidewalks. 

    Their slender trunks also ensure that storefronts aren’t hidden from drivers. In 1391 alone, the city planted some 25,000 palm trees. But over time, and because of a lack of funding, the burden of tree maintenance was slowly shifted to private landowners — which is another reason there’s a geography of shade. It reflects who had and has the means.

  • The WeWork of vacation rentals

    The word on the street is that Sonder — the marketplace for vacation rentals and competitor to Airbnb — is close to finalizing a $200 million investment round that would value the company at $1 billion.

    I first wrote about Sonder back in 2016 after I met someone from their business development team here in Toronto. I have yet to stay in a Sonder, but I’ve looked at their rentals a few times.

    One of the main differences between Sonder and Airbnb is that the former head leases their rental supply. And they do this by trying to go higher up on the food chain and partner with developers and real estate operators.

    In this regard, they are similar to WeWork. And it allows them to sit somewhere in between Airbnb and a conventional hotel. The supply is distributed, but the service offering is more consistent.

    Of course, this arguably makes their business model slower (they have to negotiate leases) and more costly (they’re committing to fixed costs). So it becomes a question of: How valuable is that consistent service offering?

    Lately when I travel, I’ve been trending more toward hotels, as opposed to Airbnb-like rentals. I like the experiences that many hotels are now focused on creating and I like knowing that if my flight arrives late (in a place like Brazil), I’ll be able to get into my room.

    I guess consistency does matter.

  • Architecture of density

    Photographer Michael Wolf died at his home in Hong Kong this week. He was 64. Even if you don’t recognize the name, I am sure that many of you have seen his work. Perhaps his most famous project was “Architecture of Density”, which had him documenting Hong Kong’s extreme urban density from 2003 to 2014. Here is a photo (taken from his website):

    Michael was born in Germany, but grew up in Canada (he went to school in midtown Toronto) and in the United States. He eventually settled in Hong Kong and Paris — both of which became muses for his work. Michael made a career out of documenting cities and the life that happens within them. If you aren’t familiar with his work, I would encourage you to check it out here.

  • Atlas of Urban Expansion

    Since 2012, a team at New York University has been working on something called the Atlas of Urban Expansion. What they are doing is collecting and analyzing data related to the quantity and quality of urban growth around the world. Everything from population densities to how well the streets were laid out during each geographic expansion.

    The Atlas defines a city as having at least 100,000 people, which is a commonly used benchmark. According to this definition, there were 4,245 cities on the planet as of 2010. Included in their study is a representative sample of 200 of them, all of which can be found here.

    They are also, rightly, looking at each city in terms of its extrema tectorum — the limits of its built-up area. This is as opposed to using administrative boundaries, which wouldn’t be as relevant in a study like this.

    I really like the animations that they created depicting urban growth from 1800 to 2014, because they show: (1) where each city started (the dark nucleus); (2) how different urban shapes emerge as a result of geography, transport, and other factors; and (3) how land consumptive many of our cities have become in recent years.

  • The capital of the future: Shanghai

    Joe Berridge’s recent opinion piece in the Globe and Mail makes the case for why Shanghai is destined to become “the capital of future.” Brash city building, massive scale, and entrepreneurial hustle are among some of the reasons why he believes the city is on a path to global supremacy. And similar to other great capitals, it has benefited from a strategic geographic position on an important waterway — in this case the Yangtze River.

    By way of comparison, Toronto is said to be the fastest growing urban region in both North America and Europe right now. We add somewhere around 125,000 people each year. Shanghai, on the other hand, is adding between 700,000 and 800,000 people each year — much of it from internal migration. The city currently has a population of around 24 million people and it is expected to grow to somewhere between 35 and 45 million people by 2050. (Figures from the Globe.)

    Notwithstanding all of our successes as a global city region, as I was reading Berridge’s piece I couldn’t help but come back to this comparison. Shanghai opened its first subway line in 1993. Today it has one of the most extensive networks in the world; whereas, it would probably take Toronto this long to figure out if that first line should be light rail or a below-grade subway. And we haven’t even gotten to the number of stops yet.

    But that’s one of the differences between top-down and bottom-up city building: speed.

  • Scooter trips surpassed bike share last year

    According to the National Association of City Transportation Officials (NACTO), scooter trips in the US surpassed station-based bike share trips for the first time in 2018. Here is a chart taken from Streetsblog:

    Dockless electric scooters have created a public nuisance in many of our cities, but what is clear is that the demand is there. Which perhaps isn’t all that surprising given that they require less effort than traditional cycling.

    The other interesting takeaway from NACTO’s analysis, which is likely also not that surprising, is that bike share trips are heavily concentrated in a select few cities.

    In 2018, there were about 36.5 million bike share trips across the US. And about 84% of them took place in just 6 cities: New York, Boston, Chicago, DC, Honolulu, and San Francisco.

    Almost half of the 36.5 million trips were on NYC’s Citi Bike network.

  • How are condos in Canada used?

    Jens von Bergmann (data analyst and mathematician); Nathanael Lauster (sociologist); and Douglas Harris (law professor) have been working since 2018 on a study of how condominiums are used and occupied across Canada. The goal is to use the results to better inform public and academic debate.

    They recently presented some of their early findings at the National Housing Conference in Ottawa and have since made that information public. It is still a work in progress, but already there are some interesting takeaways. To start, here is a chart showing occupied housing units in Canada and in select CMAs:

    Not surprisingly, Canada is broadly speaking a nation of single-detached houses. But in our three largest cities — Toronto, Montreal, and Vancouver — apartments/condominiums are doing a lot of the heavy lifting.

    Vancouver has the highest proportion of condominiums. It is a geographically constrained metro area and it is one of the first cities in the country to adopt condominiums as a housing tenure. And in Montreal, there are more apartments under 5 storeys than there are single-detached houses. Not surprising. There’s no “missing middle” in this city.

    But the really interesting question is, how are these condominiums being used and occupied? It’s a challenging question to answer, which is why it’s so often debated, but here’s what the researchers have found so far:

    The owner and renter categories are self-explanatory. Temporary, which is the least common type of tenure, is where the owner has declared their principal residence as being somewhere else. In other words, the condominium is a second home.

    The vacant category is effectively that city’s condominium rental vacancy rate. These are condominium units which are empty, but that are at the same time listed for rent. There are relatively few of these. In Toronto and Vancouver they’re virtually non-existent in this dataset (2016).

    Finally, we get to unoccupied units. This one is tricky and the researchers aren’t exactly clear on what is driving this number. They chalk it up, at least partially, to the flexible nature of condominiums. For example, it could be empty because the unit is switching from owner-occupied to rental, or vice versa.

    That said, it is very interesting to note that Toronto and Vancouver actually have the lowest percentage of unoccupied condominium units. This may be surprising to some of you given the public discourse around investor units in these two cities.

    Generally, they found that in Canada’s three largest metro areas, the following rule of thumb seems to apply: For every 10 condominium units built, 6 will become owner-occupied, 3 will enter the rental stock, and 1 will go unoccupied. Does that seem right to you?

  • Barcelona from above

    Barcelona is one of the densest cities in Europe. And Márton Mogyorósy’s recent photo series, called Barcelona from above, does an excellent job of demonstrating that. My favorite photo is this one here, showing La Barceloneta neighborhood adjacent to the beach:

    None of the buildings are particularly tall (maybe 6 or 7 storeys at the most), but the streets are probably only about 6m wide, including sidewalks. This is one way that you can achieve density without height and it is a good example of what I was getting at in my post, European-style height, but not density.

  • Holding a shadow

    Debating the merits — or shortcomings, depending on which camp you’re in — of all-glass buildings isn’t new. But there seems to be a bit of a resurgence happening right now because of the recent opening of Hudson Yards in New York.

    There’s an important environmental consideration here: Glass is, as a rule, a poor insulator. But often the other concern with all-glass buildings is their sameness. Witold Rybczynski recently wrote about this on his blog in a post called The Transparency Trap:

    Le Corbusier described (modernist) architecture as “the masterly, correct and magnificent play of volumes brought together in light.” Corbusier used glass but he never designed all-glass buildings. Neither did Mies; he added superfluous I-beams to his facades (which also had substantial spandrels). The problem with transparent glass is that it doesn’t hold a shadow, and without a shadow there can be no “play of volumes.” Since minimalist modernist architecture doesn’t offer decoration or ornament, that doesn’t leave much to look at.

    Witold isn’t usually appreciative of that which is new and I often find myself disagreeing with this critiques. But I like his metaphor of “holding a shadow.” Light and shadow are, of course, fundamental to architecture.
