  • How coffee grew São Paulo

    For all of us who are involved in the building of cities, it is important to remember that cities emerge and thrive as a result of economic purpose. Take, for example, Sao Paulo. Once one of the poorest of Portuguese colonies, it is today the largest city in the southern hemisphere and one of the largest and most diverse urban agglomerations in the world.

    How did all of this happen? It was probably because of coffee.

    Brazil is the largest producer of coffee in the world. And it has owned this title for some 150 years. The best areas to grow coffee (as a result of climate, I’m told) are in the southeast part of the country, in and around Sao Paulo and Rio de Janeiro. The inland state of Minas Gerais is the biggest producer.

    But here’s the thing. Rio de Janeiro is along the coast and Sao Paulo is not, though as of 1869 it had been connected to the port of Santos by rail. This geographical feature made Sao Paulo a logical place for rail to converge as it made its way from the coffee plantations in the interior of the country to the coast, and then out to the rest of the world.

    Coffee was the economic purpose. And it was facilitated by Brazil’s longstanding use of slave labor.

    In 1888 that changed. Slavery was abolished, giving Brazil the dubious distinction of being the last country in the Western world to do so. The problem is that the coffee industry relied heavily on this labor. So to fill this void and keep the coffee industry happy, a deliberate effort was made to increase immigration.

    From 1870 to 2010, about 2.3 million immigrants settled in the state of Sao Paulo, many from Italy and Japan. Today, about half of the city is thought to have at least some Italian ancestry. And it is generally believed that it was this significant influx of immigrants that helped the city to industrialize in the way that it did.

    Big and diverse. And coffee probably had a lot to do with it.

  • 4 decades of inequality

    We all know the story: Much of the world is becoming increasingly less equal thanks to the new knowledge economy. Using data from the Federal Reserve Bank of New York, the NY Times (Emily Badger and Kevin Quealy) recently published this interesting piece on “4 decades of inequality” in American cities. This is what the findings look like:

    In 1980, the United States was relatively flat in terms of wage inequality (except for maybe Fairfield). In fact, inequality in a place like Binghamton, New York was about the same as in New York City. But thanks to decline in the former and growth in the latter, New York City is now a much more unequal place.

    Economic growth is usually considered a good thing, but inequality is not. Emily and Kevin rightly call attention to the fact that — according to the above charts — these two things seem to come together as one package. See New York, Chicago, San Francisco, San Jose, Washington, D.C., and so on.

    The other takeaway from these charts is the way in which inequality seems to correlate with metro area population. We know that as the population of a city increases it tends to also become more productive. And so what we are seeing here are those urban agglomeration benefits accruing to some, but not all.

    There’s a lot that can be inferred from these charts.

  • Vancouver approves new rental housing policy

    New rental housing measures were approved by Vancouver City Council this week. I haven’t gone through the policies in the detail (you can do that here), but they aim to increase rental housing supply by doing things such as “pre-zoning” for 6-storeys on main streets and by allowing rental apartments to be built on some side streets (up to 150m away from arterial roads).

    Here’s an excerpt from the staff report:

    Enabling new rental housing in all neighbourhoods would support an increase in supply and choice. The incentive programs have concentrated secured market rental development in selected neighbourhoods and along arterial streets. This has been effective at creating larger multi-unit projects, but has created an inequitable environment, where renters have limited housing choice. Expanding program coverage into low density areas, areas zoned for single detached housing and non-arterial locations to allow for a greater mix of structure types and densities (e.g. townhouses, small apartment buildings) are important considerations moving forward.

    It is yet another data point for what I wrote about here — the loosening of single-family zoning. Turns out, it can be difficult to meet the demand for new housing when you set aside a large part — or most — of your land for low-rise single-family homes. And there seems to be growing acknowledgement of that on the part of cities.

  • Who is going to buy the homes vacated by Baby Boomers?

    The Wall Street Journal estimates that, from now until about 2037, roughly 21 million homes in the United States will be vacated by seniors. To put this number into perspective, it’s about 25% of the US for-sale housing stock and more than double the amount of new homes that were sold during the 1998 to 2008 housing boom. That number was about 10 million (see below).

    This is part of the normal cycle of housing, but in this particular instance, there’s concern that the new generation won’t be there to backfill these homes, or least not in the same way. For one, there are more boomers than there are Gen Xers. So right away there’s a potential gap. But on top of this, the next in line don’t appear to necessarily have the same preferences in housing type and location.

    As someone who would fall into the 65.9 million birth bucket highlighted in deep mustard (had I been born in the US), I can tell you that I am far less interested in many of the housing products (real estate speak) / typologies (architect speak) popularized by the generation ahead of me. Whether my opinion is representative is, of course, debatable.

    Anecdotally, I can also say that I know many boomers who have started making real estate decisions based on the assumption that demand for certain types of housing will be tepid going forward. This is not to say that some of these communities won’t be able to reposition themselves if it comes to that. But there is uncertainty.

  • Ride hailing in Toronto

    Earlier this year, the University of Toronto Transportation Research Institute (UTTRI) published this report on the impacts of ride hailing services in the City of Toronto.

    And then today, the Ryerson City Building Institute leveraged it to opine on how “on-demand tech” might improve transit going forward. That’s how I discovered it.

    What is clear from the report is that ride-hailing services — which they refer to as Private Transportation Companies (PTC) — are driven by two dominant use cases: 1) going out at night and 2) commuting to and from work.

    Friday and Saturday nights are by far the busiest periods for PTC travel, with the peak usually happening around midnight on Sunday morning. About 13,100 trips per hour, mostly concentrated in the core.

    Overall, it is estimated that Toronto does about 176,000 daily PTC trips (as of March 2019). That places it behind New York and Chicago in terms of the size of the market. But Toronto also didn’t complete its first PTC until 2014. Here’s a comparison chart:

    Another diagram that I found interesting was the proportion of shared ride trips by neighborhood. It shows that much of the inner suburbs are hailing shared rides — sometimes as high as 45% of all trips. This is interesting because it is people effectively gaming the system.

    Because the population densities are lower in the suburbs than in the core, you’re a lot less likely to get paired with other riders when you select that option. So what tends to happen is that you end up getting a private ride for the price of shared ride. I know I’ve played the odds before.

  • An apartment dwelling city

    Toronto’s Chief Planner, Gregg Lintern, posted this on Twitter a few days (if you can’t see it below, click here):

    A couple things came to mind when I saw this.

    First, it’s a reminder that census data is painfully slow. Five years is a long time and a lot can and will change during that time period, including the kind of built form that people are living in.

    Second, I agree with Gregg. Toronto is in the process of transforming into a majority apartment/condo dwelling city (if it hasn’t already), and it signals a pretty important juncture in our city’s history.

    It also begs an important question: How should our planning response change and adjust as this percentage of urban dwellers continues to creep upward?

  • A comparative analysis of global cities

    Since 2005, LSE Cities (London School of Economics) has been collecting comparative data on how global cities perform in terms of key spatial, socioeconomic, and environmental indicators.

    This is their latest data matrix:

    To be clear, it is not a ranking of cities. It is intended to help us better understand how different cities around the world are performing.

    Depending on how you’re consuming this post, the text may be difficult to read. So here’s what each column represents, moving from left to right:

    • Current population in the administrative city (millions)
    • Current population in the urban agglomeration (millions)
    • Average hourly population growth of urban agglomeration 2015 to 2030 (people per hour)
    • Administrative city area (km2)
    • Average density of built-up administrative area (people/km2)
    • GDP per capita in urban area ($, PPP)
    • Percentage of country’s GDP produced by the metro region
    • Population under 20 (%)
    • Murder rate (homicides per 100,000 inhabitants)
    • Percentage of daily trips made by public transport
    • Percentage of daily trips made by walking & cycling
    • Car ownership rate (per 1,000 inhabitants)
    • CO2 emissions (tonnes per capita)

  • The anatomy of density

    Urban environments can be dense in many different ways. This is a topic that we have discussed on several occasions here on the blog. But this working paper by Solly Angel, Patrick Lamson-Hall, and Zeltia Gonzales Blanco — called The Anatomy of Density — is a more scientific way of looking at it. They have come up with six measurable factors that, when combined, define urban density.

    What this means is that cities achieve urban density through different kinds of built form. Hong Kong, for example, gets its density from height, even though only about 4% of its land area is occupied by residential buildings. Dhaka, on the other hand, does it through low building heights and high residential coverage. Homes occupy about 20% of the city’s area. Another dimension is crowding.

    But here’s something that may surprise you. Most cities are actually becoming less densely populated. And, despite our best efforts to encourage more sustainable forms of development, sprawl has continued to outpace densification in the vast majority of the urban agglomerations that were studied as part of this working paper. The wealthier we become, the more space we want to consume.

  • yongeTOmorrow

    Yonge Street divides Toronto between east and west. It’s an iconic street (though it has its ups and downs). Since 2018, the City has been studying ways to redesign and improve the stretch that cuts through the middle of downtown.

    It is a story that we have seen in many other cities around the world, perhaps most famously in NYC. Here is a street where pedestrians outnumber vehicles and yet we allocate more space to the latter (within a fixed ROW). This study hopes to fix that.

    They’ve narrowed things down to four Alternative Designs (downloadable, here). All of them prioritize pedestrians, but in different ways. As of right now the preferred option is Alternative #4. It looks like this:

    The section around Dundas Square (from Dundas Sq up to Edward Street) is fully pedestrianized with only emergency vehicles having access during the day. This segment has the highest pedestrian volumes. The other blocks allow for a combination of one-way and two-way vehicular traffic.

    Vehicular access is obviously still important for things like loading, but it’s pretty clear that the future of Yonge Street is pedestrian priority. We should probably be doing this right now. If you’d like to voice your own opinion, you can do that here until Friday, December 6, 2019.

  • Sidewalk Toronto advances to the next phase

    In June of this year, Sidewalk Labs released its draft Master Innovation and Development Plan (MIDP) for Toronto’s eastern waterfront. I wrote about it here. It was a draft document that was subject to further discussion and refinement, with October 31, 2019 being an important deadline for a lot of that to happen.

    Some of the critical issues included project scope (just Quayside?), the possibility of a Waterfront LRT (needs to happen), data governance (who owns and manages the data that will be generated by this new smart city?) and, of course, land value. How much is Quayside worth?

    A number of these key issues have now been “realigned,” including the land value piece. Waterfront Toronto and Sidewalks Labs have agreed on a fair market value of $590 million (before accounting for any investments that will be required in order to achieve Waterfront Toronto’s goals).

    For a summary of the critical issues and what has been agreed to, click here. With these items now firmed up, Waterfront Toronto’s board voted unanimously to proceed to the next phase. The next critical date is March 31, 2020, which is when the project will seek final approval. Mark your calendars.
