  • The bank robbery capital of the world

    Between 1985 and 1995, Los Angeles’ retail bank branches were robbed some 17,106 times. In 1992, which was the the city’s worst year for robberies, the number was 2,641. This roughly translated into about one bank robbery every 45 minutes of each banking day. All of this, according to this CrimeReads piece by Peter Houlahan, gave Los Angeles the dubious title of “The Bank Robbery Capital of the World” during this time period.

    So what caused this? Well according to Peter it was facilitated by two phenomenons. One is indigenous to Los Angeles and the other was a result of the party scene that started to emerge in the city in the late 1970s during the disco era. Peter argues that this spike in robberies was the result of (1) the city’s sprawling car-oriented urban landscape and (2) its widespread use of cocaine at this time.

    The former allowed robbers to quickly flee the scene (many banks were located near highway on-ramps) and the latter is what seemed to motivate people to actually do it. They needed a way to fund their addictions. By the early 1990s, it was estimated that up to 85% of all bank robbers in Los Angeles were suffering from some sort of drug addiction, and the surveillance photos seemed to reinforce this. Repeat offenders were noted as looking progressively worse.

    But what’s perhaps most interesting to this blog audience is point number one. To what extend did the built form of the city actually facilitate this kind of behavior? Surely Los Angeles wasn’t the only place that started enjoying disco music, and some other things. And so did bank robberies, in a way, get coupled to the city’s labyrinthian freeway network? Was this the cover that robbers needed to make them feel like they weren’t going to get caught?

  • The case for density transition zones (and why people will probably hate them)

    Toronto is known for its tall buildings and its contrasting low-rise neighborhoods. More recently, we have seen a proliferation of mid-rise buildings along the city’s “Avenues.” This is despite the many challenges and costs associated with this building typology.

    But I think it’s pretty clear that a further evolution is also underway. Laneway housing, which is now permitted “as-of-right,” is in the early stages of being adopted and built out all across the city. And eventually I think we’ll see many of Toronto’s laneways evolve into fully fledged residential streets; perhaps not all that dissimilar from what you might find in compact cities like Tokyo.

    This is very exciting to me and I think of it as the city gaining a third hierarchy of residential streets. We’d have our major arteries and avenues. We’d have our residential side streets. And then we’d have our compact laneways. Dare I say that maybe some of these laneways could even house non-residential uses such as small-scale offices.

    But along with this shift, I think it’s time we look at another infill opportunity — something that planners Blair Scorgie and Sean Hertel are calling “density transition zones.” What these zones hope to be is a new middle transition zone between low-rise neighborhoods (where laneway suites are already permitted) and mid-rise avenues. A place where “missing middle” type housing might be built in close proximity to major streets and existing transit. Let’s call it a 100-200m zone that sits right behind our avenues.

    In my mind this is immediately beneficial for two reasons. The first is obvious. It could be a place for frictionless missing middle housing. Housing that’s more dense than a single family home + laneway suite, but less dense than a typical mid-rise building.

    The second immediate benefit is that this transition zone could be used to help improve the overall feasibility of mid-rise avenue development. The reality is that there are many blocks along Toronto’s avenues where the lot depths are simply too shallow for proper mid-rise buildings. Density transition zones could help with this, which would be not that dissimilar from how “Enhancement Zones” were intended to work (they were never approved).

    If this were to happen, I think there would also be a strong case for softening some of the “requirements” in the mid-rise design guidelines. Requirements like the 45 degree angular plane that new buildings generally need to conform to. All of this would only help the overall feasibility of more European-scaled developments along Toronto’s avenues and, in my opinion, that would be a great thing.

    But for the same reasons that Enhancement Zones were highly contentious, I would expect a lot of grouchy people and a lot of pushback on this idea. There will be concerns about encroaching on our single-family neighborhoods, and there will be the usual objections that come up with any new development (density, traffic, dog poo, etc.) But if we’re serious about building more missing middle housing, we are going to need to find ways to remove the barriers to entry. This scale of housing is simply too small to support a great deal of friction.

  • Swiss running brand On opens NYC flagship

    Swiss running brand On recently opened up a new flagship store in NYC’s NoHo district. It was designed by the Swedish architect and designer Andreas Bozarth Fornell (whose firm is called Specific Generic), and I think it’s a good example of the whole push toward “experiential retail.” Before Zappos there was a belief that nobody was prepared to buy shoes online. Surely shoes are something that you need to try on to make sure that they fit properly. But then Zappos and Tony Hsieh came along and decided to offer free returns so that you could just order a few different sizes to try on at home and return the ones that don’t fit. And then just like magic, we’re now living in a world where I myself couldn’t tell you the last time I bought a pair of shoes offline.

    What is obvious at this point is that people will buy pretty much anything online — everything from boats and real estate to shoes and tires — and so, in many cases, the physical retail experience needs to be exactly that — an experience. Something special. What On has done with their flagship store in NYC is try and create a space that, among other things, tells their brand story, acts as a hub for the local running community, and offers up a unique technological experience that is likely pretty difficult to replicate online. One of the key features is a “magic wall” that analyses your technique and scans your feet as you run past it (pictured below). The invisible foot scanner is supposed to help you find the perfect shoe size, accurate to within 1.25mm.

    If you’re a serious runner, I could imagine this being a pretty appealing in-store experience. (And if you’re not a runner, I guess you could just take a selfie in front of the magic wall. People seem to like pink walls). Whatever the case may be, I think On has done a great job trying to rethink the retail experience around its brand story and philosophy. But it leads me to a bunch of questions. Which brands and/or products are suitable for a new retail experience? (Does toilet paper, for example, want a new high-tech warehouse space in NoHo?) Assuming we continue down this path toward experiences, does this ultimately lead to less retail space per capita? Probably. And if we’re destined for less space, what does that ultimately mean for the ground floor experience of our cities? What should these spaces become? How does street life evolve?

    Cities aren’t going anywhere. But change is inevitable.

  • Economies of agglomeration in London

    The Financial Times is running a series right now on the future of the City of London. In their latest article, they looked at “How London grew into a financial powerhouse,” while at the same time comparing it to other global financial centers. It’s interesting to see how much of a banner year this was for companies going public. Companies listing on the Nasdaq and the NYSE raised a record $150 billion in 2020. This is compared to about $6 billion raised in London (both the London Stock Exchange and AIM). But what I really want to draw your attention to are the below maps from FT showing the clustering of banks, hedge funds, asset managers, insurers, and professional services firms in London. This is what urban agglomeration economies look like.

  • The history of humankind’s greatest invention

    A number of people emailed me this past weekend saying that they appreciated the recent book recommendation — something to read over the holidays. So here’s another one: Metropolis — A History of the City, Humankind’s Greatest Invention.

    Right now is probably the ideal time to read a book about the history of cities because it’s a reminder of just how resilient cities are in the face of adversity. Even ones that have been utterly wiped out because of war or some other catastrophe have managed to successfully rebuild.

  • Toronto jumps 9 spots in Kearney’s 2020 Global Cities Outlook ranking

    “…the pandemic and its aftermath have also created a rare openness to doing things differently. Seizing this opportunity won’t be easy, or a short-term affair. But if we can be certain of anything, it’s that cities will adapt and evolve, and that they have the potential to come back stronger.”

    The Kearney 2020 Global Cities Report is out and it incorporates two main rankings: their Global Cities Index (GCI) and their Global Cities Outlook (GCO).

    The former is intended to be a snapshot of where things stand today and the latter is intended to be a forecast of where things might be heading.

    Note: The big mover in their GCO is Toronto, jumping nine spots to take second place behind London.

  • Garden suites are coming to Toronto next year

    With laneway suites permitted as-of-right across the entirety of Toronto, the City is now looking to other forms of accessory dwelling units and other ways to increase the supply of rental housing. The next frontier is likely to be something that the City is broadly referring to as garden suites. And the timing is likely to be as early as next summer. Here’s how they’re defining it (taken from this recent report):

    Garden Suites are sometimes referred to by other names, such as “coach houses”, “tiny
    homes”, and even “granny flats”. However they are all effectively the same idea – a
    detached accessory dwelling unit generally located in the rear yard of a detached
    house, semi-detached house, townhouse, or other low-rise dwelling. It is generally
    smaller in scale, functioning as a separate rental housing unit. Garden Suites are similar
    in form and function to Laneway Suites, which are currently permitted across the City in
    all low-rise residential zones in the city-wide Zoning By-law, 569-2013. To avoid any
    confusion between these terms, the City is considering all types of detached-accessory dwelling-unit to be a Garden Suite, for the purpose of this review, with the exception of a
    Laneway Suite, which is already permitted and defined within the Zoning By-law.

    The above report will be going to Planning and Housing Committee on December 8, 2020. The goals are to kickstart the public consultation process and to come up with the necessary recommendations to permit garden suites by the second quarter of 2021. Like laneway suites, they are expected to be as-of-right. That means straight to building permit. No variances (and contentious Committee of Adjustment meetings) required.

  • Density is not destiny

    Back in March and April, there was a belief that big and dense cities were going to pose a serious problem in the fight against COVID-19. The narrative was that the benefits of urban density suddenly flip to glaring negatives during a pandemic. Elevators are a problem. Public transit is a problem. Busy streets and public spaces are a problem. Instead of density, you want dispersion. There was also some speculation that COVID-19 cases would be somewhat correlated with colder climates.

    The data that we are seeing today suggests the opposite. Note the above chart by Axios. On a per capita basis, COVID-19 cases are now the lowest — and below the national average — in large US cities with populations greater than 1 million people. Where cases are the highest, again on a per capita basis, is in rural areas. Non-metro areas less than 10,000 people. The county with the highest rate also isn’t the coldest of places. It’s Childress County, Texas, where the rate is about 1,265.3 cases per 100,000 people.

    I have a lot of questions about the most important factors affecting transmission rates. Is mask wearing, for example, more important than average temperatures? What is the impact of socio-economic status? I am seeing maps that, unfortunately, suggest this plays a meaningful role. What is really driving these so-called “hot spots?” But what seems clear to me is that density is not necessarily destiny during this pandemic.

  • The minimum parking problem for on-demand mobility

    There is data to suggest that on-demand (OD) mobility services — such as Uber — are increasing vehicle kilometers traveled (i.e. causing greater traffic congestion) by inducing people away from public transit and other forms of urban mobility. This is potentially even more of an issue right now with most urban transit agencies looking at massive budget shortfalls.

    But there’s potentially another way to look at this problem. A recent study led by Dániel Kondor of the MIT Senseable City Lab has looked at not only vehicle kilometers traveled but also something that the team calls the “minimum parking problem.” What is the minimum amount of parking that you need assuming a world with more on-demand mobility, and eventually autonomous vehicles?

    To try and answer this problem the researchers looked at the small city-state of Singapore. With a population of about 5.6 million people and somewhere around 1 million vehicles, Singapore actually has one of the lowest number of private vehicles per capita in the developed world. Even still, it has some 1.37 million parking spaces taking up valuable room.

    What the team found was that on-demand mobility could reduce parking infrastructure needs in Singapore by as much as 86%. This is the absolute minimum number, which would take the current estimate of 1.37 million spots down to about 189,000 — a significant reduction.

    However, the tradeoff is that it could increase vehicle kilometers traveled by about 24%. Without ample parking, their model assumes that these on-demand vehicles would need to “deadhead” between trips. That is, drive around aimlessly while they wait for their next passenger. Demand isn’t usually neat and tidy.

    However, it’s worth noting that the above percentage increase assumes that if people were instead driving themselves around that they always found a parking spot as soon as they arrived at their destination. This, as we all know, is not often the case, and so this increase is probably a worst case scenario.

    Nevertheless, the team did also find that a 57% reduction in parking could be achieved with only a modest 1.3% increase in vehicle kilometers traveled. This, to me, is meaningful because it says that you could, in theory, cut parking supply in at least half and not much would happen in the way of traffic congestion.

    It would, however, free up a bunch of space for things like bicycle lanes, green space, and other valuable urban amenities. Now, if on-demand vehicles are pulling people away from transit, then maybe we’re no better off. But if the alternative is people driving and parking everywhere they go, then it would seem that there are much better uses for that space.

  • La ville du quart d’heure, but also the value of centralization

    These days, everybody seems to be talking about the 15-minute city — Bloomberg, Treehugger, the Financial Times, as well as countless others. While not a new concept, it is a moniker that is easier for most people to digest. COVID-19 has also created the right backdrop for the moment that it is currently enjoying.

    The 15-minute city is a polycentric and somewhat decentralized approach to urbanism. It is about encouraging and creating multiple centers of urban activity near where people live. The idea being that everybody should have most of their essential services within a 15-minute walk of their home. Put even more simply, it’s about creating an urban environment where people can live locally.

    The benefits to this are numerous. It encourages more compact forms of development, which in turn encourages people to rely more heavily on active modes of transportation such as walking and cycling. The result is less commuting, less carbon emissions, more time, and likely better health outcomes given the reliance on active mobility.

    Indeed, living in a walkable urban community is something that I personally put a huge value on. If I can’t walk out of my home to go grab a coffee and something to eat, it’s probably not the neighborhood for me. But at the same time, I don’t think we can ignore the fact that there are powerful centralizing forces present within our cities.

    As Natalie Whittle points out in this FT article from the summer, new technologies — from the telegraph to the internet — have always elicited predictions that humans would now flee cities and move to the countryside. While it is true that there are other technologies — everything from the streetcar to the automobile — that have allowed us to decentralize to a greater extent, most of us are all still bound to cities.

    In fact, you could argue that the opposite of decentralization has played out. As we have transitioned to a knowledge and information economy, the returns to being embedded within cities and within a particular place have only become greater.

    Take for example the phenomenon of “collab houses” that has been playing out in Los Angeles for some time now, including during this pandemic. Collab houses are typically LA mansions where clusters of young people come and live together in order to create content for platforms like YouTube and TikTok. It’s like a big dorm for creators. And supposedly the biggest one is Hype House.

    What’s fascinating to me about this phenomenon is that it reinforces two things. One, if you want to be rich and famous (emphasis on famous), Los Angeles is seemingly still an important place to be. And two, if you really want to be at the top of your game, it’s apparently not enough to be in the same city as other likeminded individuals; you also need to be under the same roof, bouncing ideas around and pushing one another.

    So what does this all mean? Well, maybe this time is different and we are all currently living through a reorganization of how we will live, work and play. Or, maybe this time isn’t all that different. And the 15-minute city, while an important goal, won’t be the be-all and end-all of modern city building.
