
This past Sunday, Paris voted in favor of greening and pedestrianizing an additional 500 streets in the capital (5-8 per neighborhood). This will add to the 300 or so streets that have already received this treatment since Mayor Hidalgo started her second term in 2020. And as a result of this expansion, it is estimated that about 10,000 on-street parking spaces will be removed, which represents about 10% of the city's total inventory.
Exciting. But who voted for this? Of the Parisians who voted, 66% voted in favor of the initiative. And it carried in 14 of 17 arrondissements (with the 1st, 2nd, 3rd, and 4th counted as one). But similar to prior referendums, voter turnout was extremely low: only 4.06% of eligible voters showed up (approximately 56,500 people). And this is after the voting age was lowered to 16 years old for the first time.
For context, when Paris voted on whether electric scooters should be banned, 7.46% of voters showed up. So while low, this situation is not entirely unique. Though it does, once again, raise the question of whether the outcome of this referendum truly reflects public opinion. My outsider view is that it probably does. Because I take the apathy to mean some level of support, or at the very least, an absence of strong aversion.
Think, for example, about who shows up at community meetings for new development projects. The vast majority of people in attendance have concerns they would like to air. It's very rare for someone to show up and say, "I didn't have much going on tonight so I decided to come by and see everyone. I have no real concerns. Project looks cool. Carry on as you were."
If you agree with this logic, well then it suggests that many/most Parisians do generally support more pedestrianized streets, even if it means the removal of parking. That's an accomplishment in my books.

It's hard to think of Barcelona and not think of its famed street, La Rambla. But this same street design (and name) also appears in other cities throughout Spain. The above two streets are in Palma. The first is also called La Rambla (which is supposedly derived from an old Arabic word meaning sandy riverbed) and the second is called the Paseo del Borne. Both follow the exact same urban design principles. They're broad tree-lined streets with a large center median dedicated to only pedestrians. All car traffic is relegated to the sides. What's great about this design is the following. One, it reallocates public space according to who uses it the most (i.e. pedestrians). Two, it consolidates the main pedestrian realm (in lieu of just having larger sidewalks on either side of the street). And three, it establishes a clear hierarchy for the street. Pedestrians are most important here, and that's why they get the center position. It's surprising that more cities don't adopt this same design.

Fast forward to today, and the city's Department of Economic Development has just published a new comprehensive 215-page study that supports turning Main Street into a pedestrian promenade.
Specifically, the area running from South Temple to 400 South, and including 100 South from Main to West Temple:

As part of the study, they highlight a number of successful case studies from around the world, including 16th Street Mall in Denver, Bourke Street Mall in Melbourne, and Queens Quay here in Toronto.
In the case of Denver, they cite the one-mile stretch as single-handedly generating over 40% of the city's total downtown tax revenue! And in the case of Toronto, they refer to Queens Quay as a global destination. (Toronto readers, do you agree?)
Like most city building initiatives, this vision is will take years to realize. But it's interesting to note that, of the eight design alternatives included in the study, there is already one clear preference within the local community -- option B.

Option B is a pedestrian/transit mall, but with multi-use trails. In other words, it is a no-cars-allowed alternative that would still allow bicycles and scooters. Here's the street section:
